The California Program on Access to Care (CPAC) is an applied policy research center of the UC Berkeley School of Public Health that identifies, tracks, and analyzes policies to improve health care access for the state’s most vulnerable populations, including migrants, agricultural workers, the working poor, low-income women and children, prisoners, and the recently released. CPAC was established in August 1997 at the behest of the California State Legislature. CPAC’s directive, as set by the UC Office of the President, is to serve as a critical linkage between the expertise of the University of California faculty and policy makers to improve access to care for vulnerable Californians.

Vision
Through the development and evaluation of policy solutions, we aspire to strengthen California’s safety net to provide timely, high quality, efficient, and patient-centered health care for the state’s most vulnerable populations.

Mission
CPAC's mission is to provide timely, actionable information to the California State Legislature and technical assistance to state and local health agencies to support the identification, analysis, and translation of public policies for improving access to care for vulnerable populations.

CPAC works to achieve its mission through Capitol Briefings, organizing problem solving sessions for policy makers (roundtables), and providing technical assistance to state and local agencies to develop, analyze, and evaluate strategies for improving access to care for vulnerable populations. CPAC’s current policy analysis and technical assistance priorities are focused on: 1) Improving coverage and access for undocumented Californians, 2) Improving access to behavioral health services and supports, 3) Enabling innovation in the Medi-Cal program to enhance access to care, and 4) Improving correctional health care and healthy re-integration into the community.
