OPR constitutes the comprehensive state planning agency responsible for formulating long-‐range goals and policies for land use, climate change, population growth, urban expansion, development, military affairs, and the California Environmental Quality Act, among others. SGC, housed within OPR, is tasked with increasing the availability of affordable housing, promoting public health, improving transportation, encouraging infill development, improving air and water quality, protecting natural resources, and revitalizing community and urban centers, among others.
