Carlisle is located in picturesque south-central Pennsylvania, 18 miles southwest of Harrisburg, the state capital. Centrally located in Cumberland County, the Borough, established in 1751, also serves as the seat of county government.

Carlisle Borough government is a full service operation, which delivers the following services to its citizens: water treatment and distribution, sewer collection and treatment, parks and recreation, police, fire protection (combination paid/volunteer department), code enforcement, engineering, streets maintenance, and traffic control. The Borough has 115 full-time, 10 part-time, and approximately 30 seasonal employees.
