I had near complete ownership over the work and content. I could define any software development process that I wished to use for the product and projects. The core content for each release was defined by product management, our senior executive, and myself. I developed the schedule and could use my budget and staff as I deemed necessary. That being said, I chose to organize as an agile environment and use Scrum, which leveraged the many talents of my staff. This worked very well and we were a successful team. It should be noted that there were other Software Development Managers that approached the role quite differently and with varying degrees of success.
