General Ledger Specialist

Under the general supervision of the Accounting Administrator I (Supervisor), the Associate Accounting Analyst (AAA) prepares, reviews, and analyzes the monthly bank reconciliation reports for the California Air Resources Board (CARB) and the California Environmental Protection Agency (CalEPA), including reviewing, analyzing, and researching the aged reconciling items. Monitors cash balances for CARB and CalEPA funds on a daily basis, transfers funds to avoid claim cuts; prepares, reviews, and analyzes the estimated Plan of Financial Adjustments (PFA) for Payroll and Claim Schedule processing of payments, in the clearing account. Prepare cash reconciliations. Reconcile cash balances on a monthly basis. Independently review various fund/appropriations expenditures against their appropriations. Use software applications (i.e., Monarch, Excel, Word, Access) to assist with maintaining data set files for data analysis. Print monthly FI$Cal reports and print other reports as requested by management. Directs accounting-related activities and administrative functions within the General Ledger unit of the California Air Resources Board (CARB) and Cal/EPA Fiscal Services Division (FSD) Accounting Branch. Duties include, but are not limited to, the following: reconcile and report budget appropriations, expenditures, reimbursement, revenue, and cash. Manage shared funds and coordinate with other state agencies. Supervise, plan, organize, and direct accounting operations within the General Ledger unit to ensure the financial integrity of the CARB's office. Assume full responsibility to execute the timely processing, tracking, and reconciliation of all the funds by following the Financial Integrity and State Manager's Accountability Act of 1983, State Administrative Manual (SAM), and other accounting laws, regulations, policies, and sound financial practices. The incumbent is responsible for all administrative functions in the General Ledger unit such as taking appropriate personnel actions, and representing the CARB in discussions with the Department of Finance (DOF), State Treasurer’s Office (STO), State Controller’s Office (SCO), the Financial Information System for California (FI$Cal), other State agencies, with regards to accounting management. Research and participate in recommendations for new accounting policies and processes in compliance with the Governmental Accounting Standard Board (GASB) and the Financial Accounting Standard Board (FASB). The incumbent is responsible for providing leadership, guidance, and instruction during the transition to the state’s new financial management system, FI$Cal. The incumbent ensures staff become fully proficient in the use of the fiscal system of record to efficiently operate the CARB accounting functions within the General Ledger unit. Analyze various FI$Cal reports for General Ledger, direct the maintenance of procedures, and provide technical assistance and fiscal consultation to staff.

The Fiscal Unit experiences periods of peak activity throughout the year. As is typical in accounting offices, during peak times such as year-end, which typically runs from June to August, time out of the office will be on a restricted basis. During those peak periods, mandatory overtime will be required. 

CARB Headquarters is located in the Cal/EPA building in downtown Sacramento, one block from the light rail.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

Beginning July 1st, 2025, per Executive Order N-22-25, CARB employees will be required to report into office four days a week.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
