Position Overview
The Illinois Environmental Protection Agency (EPA), Director/Chief of Staff, Chief Financial Officer (CFO) Finance Section, is seeking to hire an Accountant for its Accounting and Cash Management Unit. This is the target title for an Accounting Fiscal Administrative Career Trainee (AFACT). The ideal candidate for this position will be organized, detailed and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions
- Receives and deposits cash receipts for various accounts.
- Reconcile the Agency mainframe Cash Management System to logs maintained on Excel spreadsheets to the Comptroller’s monthly fund ledgers and receipts ledger.
- Records accounts receivable ledgers for various agency accounts utilizing a personal computer and spreadsheet software programs.
- Examine and verify for completion the accuracy and compliance of various financial status reports and statements for utilized by agency management personnel for planning and budgeting.
- Perform other duties as required or assigned, which are reasonably within the scope of duties.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.
- Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
Preferred Qualifications (In Order of Significance)
- Prefers elementary knowledge of professional accounting and auditing theory, principles, methods, and procedures.
- Prefers elementary knowledge of the laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
- Prefers elementary knowledge of office methods, procedures, standard office accounting machines and equipment.
- Prefers ability to perform detailed work involving the application of accounting theory to routine accounting or auditing problems.
- Prefers ability to evaluate accounting problems of moderate difficulty and to analyze and interpret less complex accounting records and reports.
- Prefers ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately, either manually or by machine.
- Prefers ability to establish and maintain satisfactory working relationships with other employees and the public.
