The Department of Ecology is hiring a Statewide Resources Section Manager (WMS Band 2) within the Spill Prevention, Preparedness, and Response Program.

 

Location:

  • Headquarters Office in Lacey, WA.
  • Upon hire, you must live within a commutable distance from the duty station.

 

Schedule:

  • This position is eligible for telework and flexible schedule options. Schedules are dependent upon position needs and are subject to change. This position may be required to work in remote locations and additional hours during response to a spill.

Duties

 

The Statewide Resources Section Manager reports to the Spills Program Manager and leads a team of supervisors and professional staff. This is a dynamic role with oversight of critical decision-making and supporting functions for the Spills Program. These functions include program planning, research and policy development, performance measurement, data management and information technology development and management, program-wide training, investigation of spill incidents, enforcement of our regulations, and public record coordination. 

 

What you will do:

  • Manage the workload and activities of the Statewide Resources Section
  • Second line manager for our Information Technology Unit and Research and Policy Unit
  • Directly supervise investigation, enforcement, and public records staff
  • Provide input into new legislation
  • Manage Spills Program rulemaking to develop and implement new regulations
  • Ensure performance measures for the Program reflect progress towards goals and objectives in our strategic and program plan
  • Manage program-wide training
  • Serve as Ecology's Crisis Manager during large scale spills and disasters and leads the Crisis Management Team
  • As a member of the Spills Program Management Team, provide substantive input to major policy issues and program decisions

This position may be eligible for assignment pay during spill responses and will receives required PPE and reimbursement for safety footwear.

Required Qualifications

Nine (9) years of experience and/or education as described below:

  • Experience in Business /Public Administration, Planning, Economics, Political Science, Law, Natural Resource Planning, Environmental or related experience and at least 5 years of leadership and professional-level experience in one or more of the following areas that include policy development, strategic and program planning, organizational development, natural resource project planning to include one (1) year of supervisory and at least four (4) years of experience related to the management of major projects.
  • Education involving a major study in Business /Public Administration, Planning, Economics, Political Science, Law, Natural Resource Planning, Environmental Studies, or closely related field. 

 

Examples of how to qualify:

  • 9 years of experience as described above.
  • 8 years of experience AND 30-59 semester or 45-89 quarter college credits.
  • 7 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
  • 6 years of experience AND 90-119 semester or 135-179 quarter college credits.
  • 5 years of experience AND a Bachelor’s degree or higher.

 

Special Requirements/Conditions of Employment: 

  • TWIC Card - Must be able to obtain the Transportation Worker Identification Credential (TWIC Card) which entails a detailed background check.
  • Driver's License - A valid driver license is also required.
  • Passport or Universal Driver's License - Current documents allow for travel to Canada as may be required for program business needs.

Desired Qualifications:

Previous investigation and enforcement action experience.

Previous experience with the Washington State Legislative processes.
