SUMMARY DESCRIPTION
This is a full time, Fair Labor Standards Act non-exempt, non-Civil Service GIS Technician position, with a typical 40-hour work week. The typical work schedule will be Monday thru Thursday 10 hours per day (4-10 schedule) from 6:30 am to 5 pm. Work schedule is flexible to suit most common schedules as well, pending supervisor approval.
The GIS Technician will collect, revise, and publish GIS data on public works assets which may include, but not limited to, streets, water, sewer, stormwater, parks, cemetery, city owned facilities and other infrastructure, for use in the city’s asset management program. The Technician will gather field data, digitize engineering drawings, and update and maintain the cities ArcGIS through ESRI to accurately record the location and attributes of these assets. This is a hands-on role that requires strong attention to detail, organizational skills, physical ability to walk around the City and ability to work independently in the field with fellow staff members as needed. The technician should be able to read and interpret drawings and be proficient in Microsoft Programs, as well as Trimble data collection.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties:
Knowledge of:
- Desktop GIS software.
- ArcGIS Online.
- Scripting with Python and/or other object-oriented programming languages.
- Geoids, Coordinate reference systems, projections, vector and raster data.
- Occupational hazards and standard safety practices.
Ability to:
- Effectively organize and analyze data.
- Adapt to changing technologies and learn functionality of new equipment and systems.
- Work independently in the absence of supervision. Understand and follow verbal and written instructions.
- Communicate clearly and concisely, both verbally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Operate office equipment as necessary, including but not limited to computers and supporting software applications.
- Must be able to operate standard size pick-up and/or sedans with standard hand and foot controls.
- Perform a variety of manual tasks for extended periods of time and in unfavorable weather conditions.
Education and Experience Guidelines
- High School diploma or GED
- Bachelor’s Degree in information technology, geography, Geographic Information Systems or related field (preferred); or
- Successful completion of similar GIS program or certification.
License or Certificate:
- Possession of a valid Washington State driver’s license; new employees must successfully pass the City's preemployment driver's records check and all employees must maintain an excellent driving record.
REPRESENTATIVE DUTIES
Data Collection:
- Recording the location and properties of assets in the field with a GNSS device and ArcGIS Field Maps.
- Digitizing engineering plans and as-builts using ArcGIS Pro.
- Recording attributes such as material, size, installation date, and visible maintenance issues for each feature.
- Creating Maps and Forms for mobile data collection in ArcGIS Field Maps.
- Ensuring equipment is charged, calibrated, and configured for data collection.
Data Management:
- Administrating an ArcGIS Online Organization and its Content.
- Maintaining data integrity as updates are made.
- Writing and revising scripts to automate data backup and publishing.
- Writing metadata compliant with ISO Geospatial standards.
Collaboration and Communication:
- Working closely with project team members, engineers, and city personnel to support infrastructure upgrades and asset management system.
- Preparing maps, apps, reports, presentations, and other materials to aid stakeholders and decision-makers.
- Training team members on GIS software and mobile data collection.
- Writing documentation for data collection and management processes.
Training and Skill Development:
- Participating in training sessions and workshops to develop skills in GIS software, GNSS equipment, asset management, and more.
Incumbent will be expected to learn quickly and work effectively both independently and as part of a team to contribute to the overall success of Public Works and GIS database updates.
