The salary listed above does not include the scheduled 3% general salary increase that goes into effect on July 1, 2025. Additionally, the pay range for the Fiscal Analyst 4 classification will move to pay range 57 on July 1, 2025. ($5,241 - $7,043 monthly).

The Department of Ecology is hiring an Accounts Receivable Contracts Lead (Fiscal Analyst 4) within the Financial Services Division.
Location:
- Headquarters Office in Lacey, WA.
- Upon hire, you must live within a commutable distance from the duty station.
Schedule:
- This position is eligible for telework and flexible schedule options.
- A minimum of two days per week is required in the office.
- Schedules are dependent upon position needs and are subject to change.

Duties
In this position, you will serve as the leader of fiscal staff who provide financial monitoring for agency contract receivables including penalties, contracts and loan receivables. You will use your leadership skills to train, develop and mentor fellow staff, your excellent skills in reconciliation to balance general ledgers and funds used by Ecology receivables, and your people skills to support environmental programs with program fees. This position will provide an excellent opportunity to develop and hone your skills for career advancement inside and outside of Ecology.
What you will do:
- Serve as lead for fiscal staff who provide financial monitoring for agency contract receivables.
- Receive and respond to inquiries from Ecology staff about fiscal data and reports. Research and respond to inquiries promptly.
- Train and develop staff to use proper procedures and accounting methods to complete their tasks.
- Serve as petty cash custodian.
- Suspense reconciliation for all receivable payments on the lead desk.
- Monitor the EHUB doc request email and assign document numbers.

Required Qualifications:
Eight years of experience and/or education as described below:
- Experience in accounting, auditing, or budgeting.
- Education involving a major study in financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant OR within any major study which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
Examples of how to qualify:
- 8 years of experience.
- 7 years of experience AND 30-59 semester or 45-89 quarter college credits.
- 6 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
- 5 years of experience AND 90-119 semester or 135-179 quarter college credits.
- 4 years of experience AND a Bachelor’s degree.
- 2 years of experience AND a Master’s degree or higher.
Special Requirements/Conditions of Employment:
Must sign and abide by the Financial Services/Fiscal Office Agreement on Confidential Information (Part A), Internal Control Responsibility (Part B), Safeguarding and Preventing Misuse of Ecology’s Data (Part C).
Desired Qualifications:
- Intermediate proficiency using Microsoft Office products including Word, Excel and Outlook; can create, edit, modify, save, and delete documents and spreadsheets; includes locating and accurately modifying existing files and templates for reuse.
- Reliability to be on the job and be a productive team member in a busy unit with deadlines and seasonal workload peaks.
- Working knowledge of enterprise systems for accounting and reporting.
- Understanding of and experience using Lean or other continuous improvement methodologies to achieve efficiency and respond to customer needs.
- Advanced proficiency with agency standard software applications and systems.
- Demonstrated ability to communicate effectively, work collaboratively with, and present complex financial material to all levels of management and staff.
