State Program Administrator

This position is responsible for implementation and administration of the State of Minnesota’s Fertilizer Licensing and Registration programs. This position manages a critical statewide program that determines and assures uniformity in licensing and registration programs in the fertilizer industry. The fertilizer program has substantial impacts on agricultural production throughout the state and establishes key protections for people and the environment. This position represents MDA with internal and external stakeholders, communicating with the public, licensing personnel and other division staff. It enforces policy using division wide collaboration, practical problem solving and strategic planning. The position utilizes expertise of the MN Fertilizer Law, the MN Pesticide Control Law 18B and other appropriate rules to achieve licensing and registration goals. The position must build and maintain relationships with partners, stakeholders, co-regulators, industry, and academia. The position impacts local, state, regional and national partners and programs.

Minimum Qualifications

One (1) year experience in an agricultural or environmental regulatory program. NOTE: A BA/BS in Agriculture, Biology, Botany, Environmental Science, Soil Science, Weed Science or a closely related field.

Advanced computer skills including word processing, spreadsheets, databases and web applications.

The ability to communicate clearly and effectively with others, both verbally and in writing, including regulated clientele that may be diverse, uncooperative or hostile in nature.

The ability to work independently, including planning, coordinating own work, and pay strong attention to detail.

The ability to work collaboratively with others.

The ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment.

Preferred Qualifications

More than one (1) year of experience in an agricultural or environmental regulatory program.

A Bachelor's degree or higher in Agriculture, Biology, Botany, Environmental Science, Soil Science or a closely related field.

Work experience in a position directly involved with the registration, labeling, production, distribution, handling, use, storage and/or disposal of fertilizers or pesticides.

Knowledge of MN fertilizer licensing and registration laws and regulations.

Familiarity with fertilizer products including common names, composition and label information.

Excellent interpersonal and public relations skills.

Experience with financial management and/or financial reconciliation.
