Contracts Consultant - Contracts Specialist 2 - Permanent - *03811-25

WDFW Program- Financial Services Program – Contracts and Purchasing
Duty Station- *Olympia, Washington – Thurston County
*Although this is a hybrid opportunity, the successful candidate must be available to report to the duty station located in Olympia, Washington as needed.  The selected candidate may be able to telework/work remotely up to two (2) days per week during the probationary/trial service period, and additional days may be approved at the discretion of the supervisor once permanent status has been achieved.

With sustainability and conservation in mind, you will be responsible for ensuring that all negotiated contracts and agreements for WDFW comply with State of Washington contract and legal requirements, applicable federal regulations, any special program requirements and all state purchasing and accounting regulations.

This is an opportunity to contribute directly towards the “Move WDFW towards operational and environmental excellence” strategy in WDFW’s draft strategic plan.

With your experience, you will manage WDFW’s contracts and grants lifecycle and related contracting activities for an assigned portfolio of contracts.
 

WHAT TO EXPECT
Among the varied range of responsibilities held within this role, this position will:

Negotiates, Creates, and Manages Contracts.

  • Performs journey-level contract administration work with responsibility in the administration of all contract-related functions that are required by law, rule or regulation. This includes negotiating with the proposed parties to any contract, agreement, memorandum of understanding or other legally obligating document on terms and conditions.
  • Prepares solicitations and coordinates the evaluation of bids and proposals with project managers who request contracted services within the scope of his/her program area.
  • Assists the Contracts Unit Manager with special contracting assignments and with the development of complex new contracts and amendments as assigned.
  • Works directly with WDFW program staff, the Department of Enterprise Services, the State Auditor and other state, federal, and local contract entities to ensure on-going compliance for all contractual documents.
  • Assures continued compliance with the terms of contracts and resolves problems concerning the obligations of either party to a contract.

Procurements and Sole Source Contract Filings.

  • Conducts any required procurements and performs analysis of proposals for responsiveness and cost factors.
  • Works with program staff to identify and develop bidder qualification requirements and statements of work.
  • Works with program staff to create questions that gather information to allow the agency to accurately evaluate the qualifications of a bidder.
  • Works with program staff to develop scoring criteria.
  • Uses the state’s online bid notification system (Washington’s Electronic Business Solution (WEBS)) to publish solicitations.
  • Coordinates procurement evaluations with program staff.
  • Works with program staff to develop the legal notice and justification for a sole source contract.
  • Uses the Sole Source Contracts Database to file sole source contracts for review and approval by the Department of Enterprise Services.

Contracts Management System.

  • Advises and trains agency staff on using the agency’s contracts management system to request contracts, monitor status, maintain accountability of assigned contracts, and request timely amendments or replacement contracts.
  • Advises the Contracts Unit Manager on program needs for enhancement to the contracts management system.

Records Management and Public Disclosure.

  • Prepares assigned contracts for the Records Center according to the state records retention schedule and agency procedures.
  • Responds to public disclosure requests as assigned by the Contracts Unit Manager according to agency procedures.
     

Working Conditions:

Work setting: Work is generally performed in an office setting; position requires extensive computer use.

Schedule: Typically, Monday – Friday, 8:00 AM – 5:00 PM.  Flexible time schedules may be allowed based on office needs.

Travel requirements: Some travel may be required throughout the State to attend training, meetings, and conferences. Overnight travel may be required.

Customer Interactions: Regular interaction by phone, e-mail, Microsoft Teams chat and calls, and in-person with widely varied stakeholders.

 

QUALIFICATIONS:

Required Qualifications:

A Bachelor's degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field.

And

Two (2) years of experience in negotiating, administering or terminating government contracts, federal grants and contracts management, contract cost or price analyses, or contract compliance administration.  

Please note:   Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

 

Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • Experience with Washington State laws and policies relating to contracting.
  • Experience managing solicitations at a Washington State agency.
