The Civil Rights Division at VDOT is excited to announce an opening for a Senior Civil Rights Specialist. The person in this role will assist the Civil Rights Division Administrator for internal programs in administering the VDOT statewide Equal Employment Opportunity program and serve as the agency Americans with Disabilities Act (ADA) and Section 504 Coordinator.

 

Duties and responsibilities include but are not limited to:

Coordinator of ADA & Section 504 - Update the Title I section of the agency 504 and Americans with Disability Act plan. Update all instructed policies. Develop training on Americans with Disabilities Act and co-facilitate training for Division Civil Rights Manager and Human Resource Manager.

Civil Rights Division Support - Provide weekly report. Ensure the Assistant Division Administrator is informed of issues as they occur. Participate in staff meetings. Brief civil rights staff on training attended.

Training - Create and conduct ADA, Civility and Prevention of Sexual Harassment, and other Title VII related training as needed for Central Office and district offices as requested. Maintain CO CRD training schedule and track employee attendance. Assist supervisor, personnel and employees with Equal Employment Opportunity issues through informal mediation.

Complaint Investigation - Investigate discrimination complaints within established timeframes. Ensure appropriate recommendation for solution is made based on applicable law, regulation and policy. Coordinate district complaint investigation for Assistant Division Administrator review and approval. Conduct follow-up with district personnel. Ensure timely response to external enforcement agency. Assist the Assistant Division Administrator in responding to Office of the Attorney General for civil action filed against the agency. Prepare position statements in response to EEOC. Ensure accurate and current information is reported and maintained for civil rights.

 

Requirements:
 

  • Skill in the use of computers and software applications
     
  • Ability to present relevant Civil Rights training.
     
  • Knowledge of ADA Section 504 and experience conducting assessments.
     
  • Ability to independently analyze complex issues
     
  • Knowledge of Federal Civil Rights laws and regulations including Civil Rights Act of 1964, Civil Rights Restoration Act, 49 CFR Part 21, 23 CFR Part 200 and 23 CFR Part 230
     
  • Experience conducting complex complaint investigations and developing comprehensive investigative reports.
     
  • Ability to consult managers and employees, and identify compliance issues
     
  • Ability to be self-directed and work independently in concert with all levels of management, employees, construction industry representatives and local and state officials
     
  • Ability to communicate effectively orally and in writing
     
  • Skill in providing and promoting good customer service to internal and external customers
     
  • Ability to negotiate

Additional Considerations

  • Experience interpreting and applying the Americans with Disabilities Act
     
  • A combination of training, experience, or education in Business Administration, Public Administration, Human Resource
  • Management or related field desired
     
  • Experience developing Diversity Opportunity Inclusion plans
