General Description: Pasco County Public Works department is currently seeking an Assistant Director - Engineering and Environmental. This role is a highly responsible administrative position that plans, directs and oversees the activities and personnel within the Public Works Department Engineering and Environmental Divisions. Ensures business practices and standards of performance are met for projects, programs performance, and tasks. Serves as a member of the leadership and management team. This position requires visionary leadership, technical expertise, and a commitment to public service excellence. Work is performed under the administrative direction of the Public Works Director.
Essential Job Functions:
- Plans, directs, provides strategic vision, and manages the activities and personnel of Public Works Department Engineering and Environmental Divisions.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
- Manages the development and implementation of performance goals, objectives and priorities for services, programs and projects.
- Oversees the development, presentation and execution of annual capital improvement budgets.
- Serves as the department's liaison with other County departments and regulatory agencies on matters of business operations, policies, practices and procedures.
- Conducts employee conflict resolutions, performance evaluations and disciplinary actions.
- Attends and addresses public, civic organization and professional group meetings.
- Creates and promotes a culture of service excellence teamwork, integrity, trust and respect.
- Responds to customer inquiries and complaints in a courteous, professional and timely manner.
- Performs related work as required.
Knowledge, Skills and Abilities:
- Knowledge of the principles and practices of engineering and environmental management.
- Knowledge of public works budgeting, implementation, and execution.
- Knowledge and ability to understand local, state, and federal regulations and laws.
- Knowledge and understanding of real property plat language.
- Ability to build a strong leadership team that can implement the vision and goals of the department.
- Ability to supervise, guide and mentor professionals and other employees.
- Ability to analyze and interpret data; develop reports to support business decisions.
- Ability to communicate clearly and concisely, orally and in writing.
- Ability to establish and maintain effective communication and working relationships, often in stressful situations with stakeholders such as, County Commissioners, employees, business partners, other governmental agencies and the public.
- Ability to analyze and solve administrative problems.
- Ability to prepare and analyze operating procedures and administrative reports.
- Ability to represent the department in public speaking events.
- Must be driven to inspire and implement change with excellent customer service, leadership and communication skills.
- Ability to maintain an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountability.
- Ability to anticipate work to be done and initiates proper and acceptable direction for completion of work with a minimum of supervision and instruction.
Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Science or a related field and ten (10) years' related experience OR a Master's Degree and eight (8) years' experience. High level supervisory and leadership experience required.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
