Highly responsible work in administration, planning, managing and directing operations and maintenance of Pasco County's water, wastewater, and reclaimed water utility systems.
Essential Job Functions: The Utility Operations and Maintenance Director plans, directs, coordinates, and supervises the management, repair, and operational activities of the County's water, wastewater, and reclaimed water utility systems. These systems provide service across the County to more than 160,000 service connections. The Operations and Maintenance Director must exercise considerable independent judgment in analyzing business practices; evaluating work progress; and efficiency of people, equipment and facilities to deliver services. Works with each operations and maintenance division or section in preparing budgets and administrative controls. Sets operations and maintenance departmental policy. Plans and executes programs. Works closely with County, State, and Federal regulatory agencies, as well as various stakeholder groups in utility service programs. Acts as technical advisor in the formulation of ordinances, regulations, and programs for various utility operations and maintenance activities. Reviews utilities programs in progress and recommends new programs. Conducts studies and surveys to ensure proper operation and maintenance of utility systems within the County, including development of methodology and procedures to increase efficiency. Prepares and submits detailed and narrative reports to the Utilities Director relating to operation and maintenance activities as well as regulatory compliance with facility permits. Participates in a variety of ad hoc County committees, including emergency planning/response and safety issues. Performs related work as required.
Knowledge, Skills and Abilities:
- Knowledge of the principles and practices of management, operations, and maintenance as applied specifically to water, wastewater, and reclaimed water systems.
- Knowledge of utility operations and maintenance program needs, utility business practices, and customer service.
- Ability to direct and program the operation and maintenance of County utilities.
- Ability to supervise professional and other employees in carrying out the utilities operations and maintenance program.
- Ability to express oneself clearly and concisely, orally and in writing.
- Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies, and the public, often in stressful situations.

Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in management, public administration, engineering, environmental sciences, or a related field with a minimum of five (5) years' experience in all phases of utilities system management, operations, maintenance, and construction activities, including three (3) years' in a progressively responsible management-level capacity.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. One or more of the following certifications is preferred: Florida Sterling Examiner, Baldrige Examiner, or Kaizen. Registration as a Professional Engineer preferred.
