Payroll Manager
Reports To: General Director of Fiscal Services
Starting Salary: 60,000 per year.
Job Summary:
The Payroll Manager oversees and supervises the organization’s payroll functions, ensuring pay is processed accurately, timely, and in compliance with all regulatory requirements. In addition to managing payroll operations, this position assists with employee benefits administration and supports the annual open enrollment process. The Payroll Manager also plays a key role in year-end activities, including W-2 and 1099-R processing and payroll tax reconciliation. This position serves as a backup to the Benefits and KPERS Manager, providing support for benefits operations and assisting with KPERS balancing and reporting to ensure continuity of services.
Supervisory Responsibilities:
- Recruits, interviews, hires, and trains new payroll staff in the department.
- Oversees the daily workflow of the payroll department.
- Provides constructive and timely performance evaluations.
Duties/Responsibilities:
- Implements, maintains, and reviews payroll systems to ensure accurate and timely processing of transactions, including salaries, benefits, garnishments, taxes, and other deductions.
- Assists with employee benefits administration and provides operational support during the annual open enrollment process.
- Processes W-2s and 1099-Rs annually, ensuring compliance with IRS and state regulations.
- Works with the Assistant Treasurer to reconcile and balance payroll taxes.
- Supports the payroll-related administration of voluntary benefits and benefit vendor integrations.
- Processes payroll updates including new hires, terminations, pay changes, and benefit elections in accordance with established timelines.
- Prepares and maintains detailed records and reports of payroll and benefit-related transactions.
- Ensures compliance with federal, state, and local payroll, wage, hour, and tax regulations.
- Serves as a backup to the Benefits and KPERS Manager, assisting with benefit inquiries, KPERS reporting and balancing, and audit preparation as needed.
- Provides backup and operational support to payroll specialists, assisting with payroll processing and troubleshooting during high-volume periods, absences, or as needed.
- Supports internal and external audits by providing required payroll and benefits documentation.
- Identifies and recommends improvements to payroll and benefit systems, processes, and software.
- Performs other related duties as assigned.
Required Skills/Abilities:
- Extensive knowledge of payroll functions including payroll tax compliance, internal controls, and year-end reporting.
- Experience with benefits administration and payroll integration for open enrollment.
- Familiarity with KPERS (Kansas Public Employees Retirement System) reporting requirements.
- Excellent organizational skills and attention to detail.
- Strong analytical and problem-solving skills.
- Effective supervisory and leadership capabilities.
- Proficient with Microsoft Office Suite and payroll/HRIS systems.
Education and Experience:
- Bachelor’s degree in Accounting, Business Administration, Human Resources, or a related field is required. A master’s degree or completion of graduate-level coursework in business, HR, or a related field is preferred.
- Three to five years of progressively responsible payroll experience required; experience with benefits and KPERS integration strongly preferred.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
