This is a professional management position that reports to the Inspector General (IG). The incumbent works collaboratively with the IG to develop, plan, evaluate, and manage the Department of Inspector General. Assists in the planning and implementation of the Department of Inspector General’s mission-related functions. Aids in developing and managing departmental Action Plans that are linked to the Clerk & Comptroller’s annual Strategic Plan. Directs, supervises, assists, and supports the Department of Inspector General’s auditors in performing a wide range of assurance and advisory services consistent with professional auditing standards.
Examples of Duties (Essential Functions)
- Act as primary support to the IG in the administration of the Clerk & Comptroller’s Department of Inspector General.
- Plan, direct, and supervise the work of all Department of Inspector General auditors.
- Supervise and assist auditors in work performance, day-to-day operations, and professional development.
- Assist the IG with executive level assignments.
- Take on the IG’s responsibilities in their absence.
- Attend executive level meetings and participate in decision-making under the guidance and direction of the IG.
- Assist in the preparation and management of the Department of Inspector General budget.
- Assist in developing or updating the Department of Inspector General Policies & Procedures Manual.
- Conduct the annual risk assessment and assist with developing the annual audit plan.
- Maintain relationships with other government entities, departments, and employees as desirable or necessary and in conformity with the overall objectives and policies of the Clerk & Comptroller and Department of Inspector General. Provide the necessary liaison and staff support between and among the directors, employees, public, commissioners, and the Clerk.
- Attend seminars and training sessions to keep abreast of current trends and practices in professional auditing; review current and revised laws; ensure compliance; recommend new procedures and methods for implementation.
- Monitor key performance measures and prepare reports for the IG.
- Ensure auditors receive proper and timely training for professional development and maintenance of professional certifications.
- Assist in conducting investigations and inquiries relating to fraud, waste, or abuse.
- Provide technical guidance to auditors.
- Assist audit team with preliminary planning for complex engagements.
- Review auditor work papers, memos, and draft reports to ensure they are clear, concise, and support conclusions, opportunities for improvement, and recommendations. Provide feedback to auditors.
- Assume the lead role in briefing conferences (e.g., entrance, exit, and updates) to present opportunities for improvement and recommendations as appropriate.
- Coordinate and act as the liaison between the Department of Inspector General and external auditors.
- Ensure that engagements are conducted in accordance with applicable professional standards.
- Ensure quality assurance requirements are followed to support successful external audit assessments (peer review).
- Monitor the status of management’s implementation of corrective action plans.
- Develop and provide departmental training on risks and controls, as requested.
- Handle various administrative roles (e.g., timesheet approver, time-off approver, invoice approver, audit management software system administrator).
- Conduct and document quarterly check-ins and annual performance evaluations of all Department of Inspector General auditors.
- Assist the IG with recruitment.
- Prepare recommendations for progressive disciplinary actions when necessary.
- Prepare reports, presentations, and other communications, as requested.
- Perform audits or assist with audits of a highly complex or sensitive nature when needed.
- Perform work outside and beyond normal working hours during times of critical deadlines, projects, or other time-sensitive duties.
Typical Qualifications and Minimum Qualifications
In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
A valid Florida Driver's License may be required for some positions.
Unless otherwise noted, applicants must have a minimum of a high school diploma or possession of an accredited equivalency diploma, in addition to the direct experience required, and the ability to pass skills testing (such as typing, spelling, math, and grammar) within one (1) year. Preference is given to candidates with experience in a government entity performing similar functions.
This position requires ten (10) years of direct experience in job functions including at least eight (8) years of progressively responsible experience leading teams in a professional customer service environment.
Additionally, a minimum of two professional certifications are required, such as:
- Certified Inspector General (CIG)
- Certified Inspector General Auditor (CIGA)
- Certified Inspector General Investigator (CIGI)
- Certified Public Accountant (CPA)
- Certified Fraud Examiner (CFE)
- Certified Internal Auditor (CIA)
- Certified Government Auditing Professional (CGAP)
- Certified Information Systems Auditor (CISA)
- Certified Government Finance Officer (CGFO)
A postsecondary degree may be substituted for direct work experience if a candidate is otherwise qualified for the position. Related work experience may not substitute for any required licensure, certification, or registration required for the position. Substitution of a postsecondary degree in lieu of direct experience is authorized as follows:
(a) Two years of direct experience can be substituted with an associate degree;
(b) Four years of direct experience can be substituted with a bachelor’s degree;
(c) Six years of direct experience can be substituted with a master’s degree;
(d) Seven years of direct experience can be substituted with a professional degree; or
(e) Nine years of direct experience can be substituted with a doctoral degree.

PHYSICAL AND COGNITIVE DEMANDS
The work is typically sedentary which requires sitting for long periods of times, exerting up to 10 pounds of force occasionally and/or negligible amount of force to lift, carry, push, pull, or otherwise move objects, including the human body. The work may require exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

- Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

WORK ENVIRONMENT
Work is performed primarily indoors at one or more of our office locations in Dade City and/or New Port Richey. Travel may be required for meetings or training opportunities.
