WHAT YOU'LL DO

 

Under the general direction of the Vice Chancellor of Human Resources, the Associate Vice Chancellor of Human Resources and Compliance is responsible for providing leadership and centralized support for District compliance with all requirements under California Title V Regulations, Title IX of the Educational Amendments Act of 1972, Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA), Sections 504 and 508 of the Rehabilitation Act of 1973, the Violence Against Women Act (VAWA), and other federal civil rights and state laws and matters pertaining to discrimination, harassment, and sexual violence. The incumbent serves as the designated Title IX Administrator for the District and the District's Equal Employment Opportunity (EEO) Officer, as well as acts in the absence of the Vice Chancellor of Human Resources, performing related duties as assigned.

 

There is currently one full-time (12 months/year, 40 hours/week) vacancy located at the District Administrative Center in Camarillo, CA.

The District Administrative Center, centrally located in Camarillo, oversees administrative functions, and provides leadership and services to the three colleges in support of VCCCD's mission.

SALARY PLACEMENT

Generally, salary placement is on the first step of the salary range. Advanced step placement may be granted depending on related education and experience.

Current Employees: An employee who is promoted will be placed on the salary step of the new range of the appropriate salary schedule that provides a minimum increase comparable to a one-step increase in salary.

 

Representative Duties

 

Plan, direct, and administer a variety of human resources, personnel, and labor relations functions for academic and classified employees. E

 

Direct and enforce the District's compliance with Title V, Title IX, and other federal and state civil rights laws, ensuring policies and practices align with legal obligations and support of the District's mission, vision, and policies. E

 

Participate in faculty and classified contract negotiations and in meeting-and-conferring with managers, supervisors, and confidential employees; administer a comprehensive employer-employee relations pro- gram, including the development, administration and interpretation of collective bargaining agreements. E

 

Develop the related program budgets; implement budgetary and accounting control systems for the programs; forecast funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate. E

 

Provide strategic leadership for EEO initiatives, supporting equitable hiring and workplace practices consistent with state guidelines; lead the development and implementation of the district's EEO Plan and train staff to ensure compliance with such. E

 

Monitor and resolve both informal and formal complaints of unlawful discrimination and harassment, including age, ancestry, ethnicity, color, physical disability, mental disability, parental status, pregnancy, gender, gender identity, gender expression, marital status, medical condition, genetic information, national origin, race, religion, sexual orientation, and military or veteran status, as well as complaints of sexual harassment and misconduct, including but not limited to, sexual assault, sexual harassment, relationship violence. E

 

Provide guidance to districtwide management and college Title IX Coordinators regarding appropriate intake and processing of complaints and allegations. E

 

Ensure timely, thorough investigations; oversee, conduct, and coordinate investigations of allegations of unlawful discrimination and harassment; write comprehensive reports, issue and review findings of fact; coordinate hearings, and recommend appropriate remedial measures. E

 

Oversee, provide guidance to, and collaborate with legal counsel, law enforcement, and investigators on discrimination, harassment and sexual misconduct matters. E

 

Practice, provide, and participate in alternative dispute resolutions/settlements including but not limited to, informal resolution, the ombudsperson program, and/or mediation. E

 

Develop, revise, and review related District policies and administrative procedures in accordance with legal obligations and best practices. E

 

Monitor and analyze proposed legislation and regulatory changes related to compliance and make recommendations based on possible effects and findings. E

 

Manage, monitor, and ensure timely completion of required reporting of data and filings to various regulatory agencies. E

 

Establish and maintain data-driven assessment tools, conduct audits, and analyze trends to measure compliance effectiveness and recommend continuous improvements.

 

Assess compliance related issues and needs; assist in developing and planning prevention efforts, communication, remedies, and trainings on unlawful discrimination, sexual harassment, and principles of equal employment opportunity. E

 

Provide centralized support to assist in and advise on compliance of legal and regulatory obligations, status of initiatives, case management trends; serve as a college resource on compliance, providing consultation as needed. E

 

Lead the review of districtwide practices and development of proactive strategies to eliminate artificial barriers to employment, retention, and support structures. E

 

Supervise and evaluate the performance of assigned employees, set performance requirements and goals, monitor and coach for improvement, promote excellence and customer service, and take disciplinary action if needed according to District rules. E

 

Represent the District at events and meetings and serve on participatory governance and administrative committees as assigned; Chair the EEO Advisory Committee and the Districtwide Title IX Advisory Committee and lead associated initiatives. E

 

Work collaboratively and professionally with faculty, staff, students, and stakeholders from diverse academic, socioeconomic, cultural, disability, gender identity, and ethnic communities. E

 

Demonstrate cultural humility, sensitivity, and equity-mindedness in working with individuals from diverse communities; model inclusive behaviors; and achieve equity in assignment-related outcomes. E

E = Essential Duties

 

Minimum Qualifications

 

A Juris Doctorate from an accredited college or university and three years of human resources management experience, including employer-employee relations and at least one year of conducting employee investigations.

 

OR

Master's Degree or equivalent from an accredited college or university in business, human resources administration, industrial relations, psychology, public administration, sociology, or other related field and four years of human resources management experience, including employer-employee relations and at least one year of conducting employee investigations.

 

OR

Bachelor's Degree or equivalent from an accredited college or university in business, human resources administration, industrial relations, psychology, public administration, sociology, or other related field and five years of human resources management experience, including employer-employee relations and at least one year of conducting employee investigations.

EXAMINATION AND SELECTION PROCESS:

 

This is an examination open to the public and current District employees seeking a promotional opportunity. To ensure consideration, please submit your application materials by the posted deadline date on this bulletin.

 

The examination process may consist of any of the following components:

 

A) Training and Experience Evaluation = Qualifying (pass/fail)

 

B) Technical Interview = 100% weighting on final score

 

TRAINING AND EXPERIENCE (T&E) EVALUATION:

 

A T&E is an assessment of training and experience, beyond the minimum requirements, that has prepared the candidate for the position as evidenced in the application materials. Please be sure to answer every component of each supplemental question as your responses will be scored and serve as your score on the training and experience (T&E) evaluation.

 

The candidates with the highest passing scores on the T&E will be invited to the technical interview.

 

TECHNICAL INTERVIEW DATE RANGE AND LOCATION:

 

Date Range: Monday, June 9, 2025 - Friday, June 20, 2025

 

Location: The Technical Interview will likely be conducted remotely, using Zoom. To participate, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.

 

The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

ELIGIBILITY LIST:

 

Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview.

 

PROBATIONARY PERIOD:

 

All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
