Inspector General - Non-Merit

An appointed position exists in the Office of the Inspector General (OIG). Section 3-14-103 of the Baltimore County Code requires an open search process for the position of the Inspector General.

Appointed positions are not classified within the Baltimore County Government Classification and Compensation Plan.

The OIG conducts investigations involving allegations of fraud, waste, misconduct, and other improprieties concerning the County's employees, contractors, and resources. The OIG also makes recommendations to promote efficiency, accountability, and integrity in County Government. 

The Inspector General is appointed by the County Executive and confirmed by the County Council. The Inspector General serves a four (4) year term commencing upon appointment and continues service until a successor is qualified. The Inspector General may not serve more than two full terms, not including any time served as Inspector General to complete an unexpired term. The Inspector General may be removed by the County Executive before the expiration of the 4-year terms for cause, subject to the approval of the County Council by a vote of a majority plus one of the members of the Council after a public hearing.  The Inspector General may be removed by the County Executive before the expiration of the term for which the Inspector General was appointed only for cause, subject to the approval of the County Council by a vote of a majority plus one of the members of the County Council after a public hearing.

 

Examples of Duties

  • Identifies fraud, waste, and abuse while finding areas to promote efficiency, accountability, and integrity in County Government.
  • Conducts investigations, including joint investigations, into claims of fraud, waste, and abuse of County resources and submits conclusions and recommendations through OIG Reports.
  • Proposes legislative and policy recommendations to enhance the OIG operations, achieve its objectives, and conform the County law to relevant State law changes.
  • Reviews and responds to proposed State and County legislation that impacts the role of the OIG.
  • Supervises the operations of staff of the OIG including hiring, direction, discharge, and performance.
  • Provide an annual training course concerning the functions of the office and how to report fraud, waste, or abuse.
  • Consults with the County Council, the Office of Law and other departments as appropriate.
  • Other duties as outlined in §3-14-106 of the County Code.

 

Qualifications

A bachelor's degree from an accredited college or university is required. Ten (10) years of prior experience a subject area relevant to the work of the OIG is required, specifically in the fields of auditing, law, ethics, compliance, government operations, or financial management.
 

Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Failure to submit proof of Licenses, Certifications and Education will result in your application not being considered. Proof of licenses, certifications, and/or education must be submitted with each application.

Proof of Degree Equivalency
Applicants who have obtained a degree from outside the United States of America are required to submit degree equivalence documentation from World Education Services, Inc. (www.WES.org).
