Director of Professional Development and Compliance

Onondaga Community College, located in Syracuse, NY, is a college of the State University of New York (SUNY) system and one of 30 locally sponsored community colleges throughout New York State. Job Description:
 

The Director of Professional Development and Compliance is responsible for the development, management, implementation and delivery of college-wide faculty, administrative and staff training, and professional and personal development programs. In addition to professional development, this position tracks, monitors and implements required training programs and safety initiatives in accordance with all applicable local, state and federal laws and stays abreast of any changes in regulations. The Director of Development and Compliance will also serve as Title IX Deputy and is responsible for campus wide-talent acquisition, supervision of the Coordinator of Recruitment and the Human Resources Generalist. Participates in day-to-day management of the Human Resource Office.

 

POSITION RESPONSIBILTIES:   

  • Leads and manages a comprehensive employee training and professional development program, including but not limited to leadership training, management and supervisory training, safety training in collaboration with the Campus Safety Committee, and diversity training in collaboration with the Chief Diversity Officer and Diversity Council.
  • Uses a comprehensive approach to training and professional development, including documented goals, plans and assessment.
  • Uses a variety of survey methods to assess College-wide employee developmental needs. Makes training and development recommendations to direct supervisor based on analysis of data.
  • Designs and delivers programming using a wide range of delivery methods and based on audience needs and skill level.
  • Arranges training activities utilizing both in-house and community experts in their respective fields. Takes into consideration the principles and practices of Adult Learning Theory when designing and/or arranging employee programs.
  • Serves as a coach and mentor for internal trainers; participates in the training of trainers as needed.
  • Formulates training policies and schedules. Participates in the formulation of safety policies as needed.
  • Tracks, monitors and prepares reports as needed on employee participation in training. Makes recommendations as needed.
  • Monitors and assists in the preparation of the Human Resources budget related to training items.
  • Ensures evaluations are completed for training and are measured against pre-determined outcomes. Collates, analyzes and implements changes to continually improve training events and ensure learning outcomes are met. Shares feedback with individual presenters on their performance. Participates in Committee discussions on training results and outcomes as needed (i.e., Diversity Council Access and Equity Sub-Committee and Safety Committee).
  • Arranges, facilitates and reviews outcomes for college-wide trainings including but not limited to: new employee orientation program, faculty and adjunct orientation, fire prevention, Title VI, sexual harassment prevention, Title IX, workplace violence prevention and hazardous communications. Adapts program to changing needs of the College and based on participant evaluations, laws and regulations.
  • Supervises the Human Resources Generalist, and Coordinator of Recruitment and all aspects of operations of the front desk and talent acquisition processes for the college.
  • Chairs the Campus Wide Safety-Committee. Participates as a member of campus committees as needed i.e. OCCAC.
  • Participates in the planning and execution of campus-wide events including but not limited to employee celebration events and morale-boosting activities.
  • Assists in activities and projects in Human Resources including but not limited to scheduled meetings, oversight of organizational charts, posting labor law and safety information, daily customer service, handbook updates and policy development.
  • Ensures the College is compliant with applicable Human Resource, federal and state labor laws as they change.  Communicates changes to applicable parties, develops and executes strategies for change which may include new training, policy development or new labor law posters.  Utilizes a proactive approach to stay abreast of change.
  • Completes compliance related reports including but not limited to OSHA 330a, Vets 4212 and Affirmative Action, AOD reports.
  • Other duties as assigned.

 


Requirements:
 

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Human Resource Management, Business Administration, Organizational Development or closely related field. From an accredited, college, university or foreign equivalency.
  • A minimum of 5 - 7 years of progressive Human Resources Experience to include a minimum 3 years' program design and delivery skills using a variety of methods and 3 years of direct supervision experience which may be part of the 5-7 years of experience.

 

PREFERRED QUALIFICATIONS:

  • Master's degree in Human Resources, Instructional Design and Delivery or closely related field.
  • Experience working in higher education.
  • Association for Talent Development Professional certifications: APTD (Associate Professional in Talent Development) and/or CPLP (Certified Professional in Learning and Performance).
  • Bilingual in English and Spanish.  English and other languages will be considered.

 

KNOWLEDGE, SKILLS & ABILITIES

  • Ability to manage multiple projects and deadlines;
  • Knowledge of the principles and practices of Adult Learning Theory;
  • Excellent customer service skills;
  • Knowledge of principles and practices of Human Resources management, administration and supervision;
  • Demonstrated ability to utilize a range of training methods;
  • Excellent computer skills.

 


Additional Information:
 

  • Salary range is: $64,420 - 75,000 commensurate with credentials and relevant experience.
