The Work You Will Do:
Project Development Eng Specialist II / District Five / Intermodal Systems Development / Environmental Management
This position will manage various types of Corridor Planning, Concept Development, Project Development, and Environmental (PD&E) Studies. It oversees, interacts, plans, and directs the work of concept development addressing multi-modal transportation needs through a collaborative streamlined process in concert with other internal Florida Department of Transportation (FDOT) offices. It identifies, refines, prioritizes, and coordinates the evaluation of these mobility needs relative to capacity, operational, and safety deficiencies and develops recommendations regarding implementation plans for priority projects, which include evaluating preliminary engineering geometry, traffic analysis, right-of-way, utilities, cost estimates, environmental screening, funding strategies and time frames.

Your Specific Responsibilities:
Manages various types of Corridor Planning, Concept Development, Project Development, and Environmental (PD&E) Studies. Oversees, interacts, plans, and directs the work of concept development addressing multi-modal transportation needs through a collaborative, streamlined process in concert with other internal Florida Department of Transportation (FDOT) offices. Identifies, refines, prioritizes, and coordinates the evaluation of these mobility needs relative to capacity, operational, and safety deficiencies. Develops recommendations regarding implementation plans for priority projects, which include evaluating preliminary engineering geometry, traffic analysis, right-of-way, utilities, cost estimates, environmental screening, funding strategies and time frames. Include project tracking to ensure viable projects advance through the FDOT Work Program. Ensures project objectives are fulfilled. Ensures project quality meets or exceeds Department standards.
Conducts briefings for upper management, other Departments, elected officials, the general public as well as the Federal Highway Administration (FHWA) and other agencies/partners. Coordinates regularly with consultant project manager. Coordinates project technical reviews and findings with appropriate FDOT staff and external partners, local governments, consultants, etc. Coordinates public involvement activities.
Coordinates consultant contracts, agreements, legal claims, environmental issues, and projects. Participates in the procurement of new contracts. Understands the specifications of the consultant contract. Develops scopes of service, schedules and work orders related to consultant contracts. Reviews, approves, and processes all invoices and monthly progress reports for accuracy and timely payment. Processes any work program forms needed to add or delete funds from contracts. Coordinates regularly with consultants. Knows the current financial status of the contract. Evaluates consultant performance at established intervals. Ensures evaluations are entered into the system accurately and timely. Ensures that expired contracts are closed out and all remaining funds are unencumbered.
Manages the assembly and collection of data such as: traffic counts and turning movement count data, crash records and construction cost estimates, right-of-way and relocation cost estimates, and comments from various federal, state, and local agencies pertinent to the projects.
Provides oversight in the technical review of the consultants' work effort. Reviews and evaluates consultant work to ensure the preliminary engineering and environmental documentation is prepared in accordance with the American Association of State Highway & Transportation Officials (AASHTO) and National Environmental Policy Act (NEPA) requirements. Reviews engineering studies, conceptual plans, environmental documents, and graphics pertaining to the development of alternatives for these documents.

Minimum Qualifications:
A High School Diploma or its equivalent and four years of continuous employment experience or three years of higher education with a cumulative of 72 semester hours or 108 quarter hours.
