Senior Environmental Specialist

Duties and Responsibilities 

  • Serve as a project manager and expert on complex environmental issues, especially current or potential Brownfields sites which may be impacting the quality of the water, air and land on the Navajo Nation.
  • Prepares and reviews technical reports, briefings, and presentations in support of Brownfields investigations and remediation in collaboration with the US EPA, as well other agencies, organizations, contractors, and stakeholders.
  • Serves as technical advisor/ lead on Tribal and federal regulations, especially as they relate to the protection of human health and the environment on lands owned by the Navajo Nation.
  • Conducts on-site inspections and collects/analyzes technical information and data to make recommendations about proposed or existing strategies for remediating contaminated sites and for enforcement actions against potential responsible parties for noncompliance with NNCERLA.
  • Manage multiple grants by overseeing finances, ensuring workplan objectives are met, and directing contractors to perform environmental investigations and remediation.
  • Participates in the development, review and implementation of legislated proposals, regulations on the Nation's environment.
  • Submit weekly, monthly, and quarterly reports to the Navajo EPA and US EPA.
  • Participate in public meetings as a representative of Navajo EPA.
  • Other duties as applicable.

Qualification Requirements (Education, Experience, and Training) 

Minimum Qualifications: 

  • A bachelor's degree in physical science, Biology, Chemistry, or a closely related field; and four- (4) years of experience working with environmental programs and/ or projects.

Special Requirements: 

  • Possess a valid state driver's license.

Knowledge, Skills, and Abilities: 

  • Knowledge of Brownfields and other federal, state, and tribal environmental regulations preferred. 
  • Knowledge of the OSHA 29 CFR 1910.120 Hazardous Waste Operations and Emergency Response standard preferred. 
  • Skills in establishing and maintaining effective working relationship with government agencies, the general public, and other stakeholders. 
  • Ability to conduct formal presentations in a public setting preferred. 
  • Ability to apply technical knowledge to problems and arrive at the most effective solution. 
  • Leadership experience in project management, project teams, and/ or field resources. 
  • Proficiency in Microsoft applications. 
  • The ability to work in rough terrain in remote locations. 
  • Must participate in a medical monitoring program and have the ability to wear personal protective equipment (PPE), including a respirator. 
  • Navajo speaking preferred.
