Exempt Analyst III - (00136924)

This is an AFSCME 3835 Bargaining Unit Position

Job Summary

Reporting to the Manager of Legal Services, the Exempt Analyst administers the exemption process for all exempt agencies that receive an Illinois Department of Revenue (IDOR) Exemption Certificate, a property tax exemption and/or are granted an exemption by operation of law. The Exempt Analyst provides information regarding the exempt property processes, analyzes application documentation, maintains databases to track exempt agencies and documentation, determines exemption valuation concerns, applies exemptions via the appeals process, and communicates decisions. The Exempt Analyst is in constant communication with applicants, other agencies, elected officials, and the general public.

Essential Job Duties

• Receives assignments and guidance from the Manager of Legal Services.
• Responsible for the entire life cycle for exempt properties and owners of exempt properties (also known as exempt agencies); including the intake of Board of Review Complaints, receiving the subsequent decision from the IDOR, and requesting a field inspection to ensure correct application of the exemption.
• Prepares an analysis of maps, GIS, field reports and math calculations when there is a request for field inspection.
• Calculates the exemption amount, applies and enters the exemption into the database, grants certificates of error either in-house or via application, mails annual affidavits, reviews the completed annual affidavits, analyzes changes regarding the status of the exemption and acts on reported changes.
• Coordinates the exemption process with both the township opening and closing schedule and the Divisions unit’s schedule.
• Provides status changes and leasehold creation requests to the Divisions unit.
• Coordinates the annual rollover of all exempt properties to open the assessment year, including making changes in exempt status, applying exemptions, removing exemptions, recommending back- taxes for omitted assessments, and sending and receiving field reports during the valuations process.
• Runs reports to coordinate the opening and closing of townships with the Divisions unit and IT Department.
• Enter and process omitted assessment data, coordinate with field and valuations teams to establish omitted assessments. Send notices of omitted assessments and result letters to taxpayers.
• May participate in public policy discussions, analysis and discussion of proposed laws, participation in studies, and writing of research papers.
• May work extended hours, weekends and holidays as assigned.

Minimum Qualifications

• High school diploma or GED certificate.
• Three (3) years of full-time work experience preparing or processing at least one of the following: property tax appeals, certificates of error, general property tax exemptions, or the valuation or appraisal of real property.
• Two (2) years of full-time customer service experience in an office setting.

Preferred Qualifications

• Current CCAO employee with at least one (1) year of full-time work experience with property tax exempt properties including preparing or processing exemption applications, not including homeowner type exemptions.
• Associate Degree or higher from an accredited college or university.
• Proficiency with Microsoft Excel.


Knowledge, Skills, Abilities and Other Characteristics

• Must be computer literate, with skill and efficiency in entering and retrieving data.
• Ability to communicate effectively both orally and in writing to address complex issues regarding exempt property.
• Ability to work with others; excellent interpersonal skills in dealing with the public and co-workers.
• Ability to interact with the general public and taxpayers, providing guidance and information regarding exempt property.
• Knowledge of the Assessor’s Office procedures, polices, practices and guidelines or the ability to gain such knowledge.
• Ability to meet Office and departmental deadlines and effectively utilize time with limited oversight.
• Knowledge of CCAO procedures related to scheduling of the assessment cycle/township cycle or the ability to gain such knowledge.
• Ability to create good working relationships both inter-agency and intra-agency.
• Ability to self-start and work independently, escalating issues to management where appropriate.
• Ability to understand and analyze legal descriptions of real property.
• Knowledge of the Illinois Property Tax Code Sections, including Articles 9, 14, and 15 of the Property Tax Code, or the ability to gain such knowledge.
• Must have math skills to accurately calculate exemptions including the ability to create/use formulas in excel or equivalent software.


Physical Requirements


• Visual acuity to review and edit written communications for long periods of time.
• Walking between offices and meetings may be required.
• Repetitive use of hands to handle and/or operate standard office equipment.
• Regular use of a telephone to communicate.
• Occasionally required to lift and carry up to thirty (30) pounds.

ANNUAL SALARY: $63,625 - Grade 16
