State of North Carolina Agency HR Director II

Salary Recruitment Range: $84,471 - $133,000
Salary Grade: NC24

 

 

Mission of the Department of Insurance:

To promote a stable insurance market through unbiased regulation and to protect the lives and property of every citizen in all 100 counties while fostering superior, user-friendly service, courtesy, and respect.

 

Primary Purpose of the Position:

The HR Office provides a full range of HR services to employees of the Department of Insurance, including Compensation and Classification; Salary Administration; Benefits; Recruitment; Employee Relations; Training; Performance Management; Safety & Health, including worker's compensation; HR Records; Communication on HR Issues; and other related duties including those assigned by top agency management. The purpose of the HR Office is to attract, retain, and motivate staff.  The HR Director is responsible for hiring, training, delegating, and monitoring the work of HR staff. The HR Director gets involved in exceptional situations in the primary areas of HR, working with agency management and/or employees as well as OSHR or other agencies, depending on the issue.  

The HR Director provides a vision to achieve the goals of the HR Division within the policies and procedures of the Department and establishes and maintains strong and effective working relationships with HR staff, Department management, employees and external stakeholders.  One of the ways the HR Director achieves this goal is by identifying and developing the knowledge, skills and abilities of the HR staff, and empowering the staff to make decisions related to their job duties that enhance the overall effectiveness of the Division and the Department.  All of this is done to achieve the primary purpose of the HR Director, which is to ensure excellent customer service through the successful delivery of accountable products and services to internal and external customers and stakeholders.

Minimum Education and Experience Requirements

 

 

Bachelor s degree, typically in Human Resources or related field from an appropriately accredited institution and at least 5 years of experience in human resources, including 3 years of experience in an HR leadership position; or equivalent combination or education and experience.
