Reporting directly to the Chief Deputy, you will be instrumental in shaping our HR landscape, overseeing a comprehensive range of functions including talent acquisition, benefits administration, classification and compensation strategies, ensuring regulatory compliance, and fostering workforce development. Your ability to interpret and implement laws, policies, and agency goals will be critical in this impactful role.
What You'll Do:
- Strategic HR Leadership: Develop and execute HR strategies that are tightly aligned with the agency's overarching objectives, focusing on attracting, retaining, and developing top-tier talent.
- Talent Acquisition & Retention: Spearhead innovative recruitment efforts, design robust onboarding programs, and implement effective retention strategies to cultivate a high-performing workforce.
- Performance Management: Implement and manage a fair and effective agency-wide performance review process that drives accountability, encourages growth, and fosters continuous improvement.
- Data-Driven HR: Analyze key HR metrics to identify trends, measure the effectiveness of HR initiatives, and make data-informed decisions to optimize HR practices.
- Workforce & Leadership Development: Champion initiatives that enhance the skills, knowledge, and leadership capabilities of our employees at all levels.
- Succession & Attrition Planning: Lead proactive processes for succession planning and attrition management to ensure organizational stability and knowledge transfer.
- Public Personnel Expertise: Apply your deep knowledge of public personnel administration principles, practices, and procedures to guide HR operations and advise agency leadership.
- Compliance & Risk Management: Ensure strict adherence to all federal and state employment laws, including ADA, FMLA, Workers’ Compensation, and FLSA, mitigating organizational risk.
- Benefits Administration: Oversee the comprehensive administration of health insurance benefits (medical, dental, vision, prescription), the Employee Assistance Program (EAP), and retirement benefits for both active members and retirees.
- Trusted Advisor: Serve as a knowledgeable resource for Bureau Commanders and supervisors, providing guidance on a wide range of personnel issues within legal and agency guidelines.
- Team Leadership & Development: Take ownership of the welfare, care, training, and mentoring of your subordinate HR team, fostering a positive and productive work environment.
- Performance Management of Subordinates: Conduct thorough and constructive performance reviews, provide regular feedback, and address performance concerns through appropriate corrective or disciplinary actions.
- Policy & Procedure Management: Ensure your team understands and adheres to all relevant General Orders and Standard Operating Procedures related to Human Resources.
- Resource Management: Maintain accountability for HR materials and agency equipment according to established policies.
- Strategic Staffing & Policy Recommendations: Analyze HR bureau staffing needs, recommend policy changes to the Chief Deputy and the Sheriff to optimize efficiency and service delivery.
- Compensation & Classification: Research and conduct pay classification surveys to ensure competitive and equitable salary and compensation structures.
- Record Keeping & Reporting: Supervise the accurate creation, storage, and maintenance of various HR records and ensure timely submission of required regulatory and specialty reports.
- Essential On-Site Presence: Maintain regular and reliable in-person attendance to fulfill the essential functions of this role, particularly in emergency situations.
What You'll Bring:
- Bachelor's Degree from an accredited college or university in Human Resources Management or a closely related field.
- A minimum of eight (8) years of progressively responsible HR experience, with demonstrated success in a supervisory role.
- Proven experience working within a mid- to large-sized governmental organization, understanding its unique HR challenges and opportunities.
- Professional certifications in Human Resources (SHRM-SCP, SPHR, PHR) are highly preferred, demonstrating a commitment to professional excellence.
- A valid Florida driver's license in good standing.
- Ability to successfully pass a credit check as part of the consideration process.
Your Knowledge, Skills, and Abilities:
- Expert-level knowledge of personnel rules, labor laws, acts, and mandates relevant to Human Resources.
- A strong grasp of industry best practices in employment, classification, compensation, and benefits administration.
- An understanding of the critical role of law enforcement in Pinellas County and the ability to articulate its value to the community.
- Up-to-date knowledge of recent developments and resources in the field of Public Personnel Administration.
- Exceptional ability to develop and maintain effective administrative and management systems within the HR Bureau.
- Proven ability to contribute to budget development and prioritize resource allocation based on agency objectives.
- Strong skills in responding to personnel grievances fairly and in accordance with agency policies.
- Excellent ability to motivate and develop staff, fostering a positive and goal-oriented work environment.
- Proficiency in reviewing personnel performance evaluations for fairness, impartiality, and accuracy.
- Demonstrated ability to plan and organize the work of subordinate supervisors to maximize performance and morale.
- Exceptional interpersonal skills to build and maintain effective relationships with executive staff, county departments, the public, and other stakeholders.
- Competency in operating relevant equipment and software.
- Outstanding written and verbal communication skills.
- Ability to perform all essential job functions without posing a direct threat to the safety of yourself or others.
