Job Summary

 

This position is responsible for data analysis duties that support goals, strategies, and implementation for extended producer responsibility under the new Packaging Waste and Cost Reduction Act and related work. The position:

  • Leads, facilitates, and participates in complex program evaluation and data analysis through the development, execution, and communication of statistical and visual data analysis; 
  • Oversees data-related work for the program, ensuring data is accessible and can be trusted for making decisions;
  • Works with the division’s data steward to advocate for the appropriate use and management of the data, ensuring program staff and others follow established policies, procedures, and data standards; and
  • Serves as a primary point of contact for these specific datasets, communicating data management decisions between subject matter experts, MNIT, MPCA leadership, and external stakeholders.

Qualifications

 

Minimum Qualifications

Bachelor's degree in an Environmental Science, Engineering, Computer Science,  or other natural or data-focused science, like Statistics, or other related degree with a broad knowledge of environmental sciences, natural sciences, data science, or Geographical Information System (GIS) AND three (3) years of demonstrated experience building or designing databases, managing data; querying databases; performing quantitative analysis, spatial analysis, statistical modeling; and/or analyzing and reporting on data for both technical and general audiences.

Ability to conduct advanced data analyses to include manipulating large datasets with a wide variety of approaches and tools, and leverage opportunities for improvement, even in unfamiliar systems and business processes. 

AND

Technical writing skills sufficient to organize and effectively present ideas to a variety of audiences.

Human relation and communication skills sufficient to collaborate, work effectively, and create understanding within a wide range of clientele, partners, and interested parties.

Accomplished planning and organizational skills to meet priorities, goals and objectives, monitor work, and follow-up on implementation.

Willingness and ability to learn new data analysis tools, skills, and software.

Preferred Qualifications

Expertise in identifying and extracting factual information from a variety of sources to produce clear, concise analysis and reports.

Expertise in a wide variety of data science (data collection, analysis, processing, evaluation, visualization, etc.) software such as Tableau, SQL, ArcGIS, Python, R or other statistical analysis software.

Expertise in database design and development.

Expertise in quality assurance and data governance principles. 

Expertise in querying MPCA data systems such as TEMPO, EQuIS, ReTRAC, etc.

Experience managing, querying, or analyzing environmental data (air, water, geology, climate, etc.) or pollution-related data (waste reduction, site remediation, cumulative impacts, etc.).

Knowledge of environmental justice principles and tools at the state and federal level.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
