IT Lead Systems Engineer (hybrid)

Hiring range: $98,176 to $117,790 ($47.20 to $56.63 per hour). Starting rate will depend on experience, education, and qualifications. Advancement opportunities exist for individuals motivated to move up within Anoka County.

Position Description

The Anoka County Information Technology department is committed to helping the County’s programs and services successfully meet their business objectives while enabling innovation through technology. They accomplish this by gathering information about users' needs, identifying solutions, facilitating the implementation, support, training, and ongoing resources needed to meet those needs.

 

The IT department is looking for a highly skilled IT Lead Systems Engineer to join the team. This position will play a critical role in the planning, implementation, and maintenance of the systems infrastructure. The IT Lead Systems Engineer will be responsible for project management and leading the design of Anoka County’s systems infrastructure in consultation with IT leadership. This role supports compliance with HIPAA, State, CJIS/FBI, and other federal laws, as well as all internal policies.

 

This is a full-time, exempt, hybrid position. Interviews will take place the week of May 27, 2025, for those selected to move forward in the hiring process. 

 

Pay & Benefits

  • Salary: $98,176 to $117,790 ($47.20 to $56.63 per hour).
  • 2025 Anoka County Salary Schedule Grade 38. $98,176 to $137,384 ($47.20 to $66.05 per hour)

Work Location

  • This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office
  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

 

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County IT Lead Systems Engineer.

  • Lead and act as the Subject Matter Expert for highly technical projects; Lead meetings, determine project costs, and work with product vendors for professional services.
  • Participate in the development of strategies to assess the lifecycle of the infrastructure for Anoka County’s near and long-term technology needs.
  • Lead and coordinate systems-related tasks for planned and unplanned outages.
  • Develop guidance and architectural designs, and oversee standardized policies, procedures, and training plans for systems administration and disaster recovery.
  • Monitor day-to-day systems performance and usage to ensure optimal utilization while actively resolving issues.
  • Anticipate and mitigate potential attacks through information systems or other connections to ensure the security of the infrastructure.
  • Recommend and perform configuration changes to the systems environment in order to improve efficiency, reliability, and performance.
  • Lead vendor and contractor relationships by negotiating agreements, ensuring design meets Anoka County’s objectives, and escalating the most complex issues.
  • Act as a point of escalation and resolve complex network problems, create reports, and ensure optimal utilization of the products.
  • Lead deployments, maintenance and monitoring of Microsoft Cloud services for the Enterprise. Examples of this might include Exchange Online, Intune, areas of Identity Management and Tenant wide security initiatives.
  • Lead and coordinate technical support of current Microsoft Server, VMware virtualization, and the integration of storage technologies in on-premise environments.
  • Lead and coordinate automation tasks to assist with routine operations.
  • Manage, prioritize, and execute multiple enterprise-level concurrent projects and tasks in a high-pressure environment.
  • Read and interpret complex technical documentation and procedure manuals, in addition to creating and maintaining internal technical documentation.

 

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Bachelor’s degree and six years of job-related experience.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
  • Successfully pass driver’s license background check, MN BCA fingerprint and background security checks, and FBI CJIS Security and Awareness Training
  • Legally authorized to work in the United States without the need for current or future visa sponsorship, including F-1 STEM OPT extensions.
  • Ability to work occasional after-hours/weekends
  • Ability to participate in an after-hours emergency on-call rotation

 

Preferred Knowledge, Skills, and Abilities Needed

  • Degree in Computer Science, Computer Engineering, Information Technology, or related field
  • Experience with enterprise solutions including, but not limited to, hardware and software components and capabilities of information systems architecture 
  • Knowledge of current server, storage, and related systems, troubleshooting techniques and best practices regarding cybersecurity measures, virtual host environments, server hardware  and enterprise backup systems.
  • Knowledge of systems concepts, topologies and protocols, standards and management tools essential to perform systems management, performance optimization, preventive maintenance and problem isolation/resolution to assure an optimized computing environment.  
  • Knowledge of Powershell.
  • Knowledge of Load Balancers and deploying work loads behind them.
  • Strong verbal and written communication skills.  
  • Ability to manage and prioritize multiple projects
  • Ability to apply effective analytical methods to existing and new applications

 

Physical Demands and Work Conditions

  • Standard office environment
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness
  • Hearing abilities required for general and phone communication, signals, and machine sounds
  • Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills
  • Assignments may require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing to assist county employees
  • Physical activity may include repeated bending, stooping, reaching, frequent wrist and finger manipulation to complete computer work, and occasionally pushing carts to transport equipment
  • Regular lifting of 20-50 lbs. while moving materials.
  • Equipment used includes computers, phones, and standard office equipment in addition to IT maintenance equipment depending on assignment
  • IT maintenance equipment may include but is not limited to hand and power tools, electrical and electronic installation and testing tools/instruments, and personal protective equipment
  • Occasional travel to other county work sites as needed
  • Travel between work sites may require driving a county vehicle and/or a personal vehicle
  • Exposure to toxic or caustic chemicals, electrical shock, airborne particles, prolonged vibration from machinery, and other hazards is possible while performing essential duties
