Court Services Division Manager

Job Summary

Under administrative direction, is responsible for planning, organizing, and coordinating operations and administrative functions of the Court Services Division with the Municipal Court Department. May be responsible for performing administrative and managerial responsibilities for other sections/divisions within the Municipal Court Department. Working conditions are in an office environment with occasional exposure to hostile people. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

8:30 a.m. - 5:30 p.m., Monday - Friday

Essential Job Functions

  • Develops, writes, and implements policies and procedures.
  • Attends legislative and training sessions to ensure that all policies and procedures are within the State law, City ordinances, and directives.
  • Prepares budget for the division/department and monitors expenditures.
  • Interviews, selects, supervises, develops, evaluates, and counsels, if necessary, personnel according to established COSA policies, procedures, and guidelines.
  • Coordinates special projects with other managers within the department, outside agencies, and other City departments.
  • Acts as a resource to and liaison between City Departments within COSA as well as external contacts.
  • Interviews, selects, supervises, develops, evaluates, and counsels, if necessary, personnel according to established COSA policies, procedures, and guidelines.
  • Manages the collection and reporting of financial data to the appropriate City and State agencies.
  • Develops and implements new programs mandated by the legislature, capital improvements, and technological improvements.
  • Assists with planning, directing, and executing the activities of the Court Services Division. The division encompasses trial and specialty courtrooms, records and filings, information, cashiers, and general arraignment court.
  • Assists Court leadership with investigations of problems and complaints from judges, attorneys, and the general public.
  • Resolves major conflict problems concerning prisoners, arresting agencies, and employees.
  • Manages data processing files of court records using office equipment.
  • Reviews National Crime Information Center, Texas Crime Information Center, Texas Department of Public Safety (NCIC/TCIC/DPS) databases for criminal histories, warrant records and driving records.
  • Updates NCIC/TCIC databases with warrant records and conviction records reported to DPS.
  • May conduct various responsibilities such as conflict resolution, reporting, investigating, and speaking while visiting different sections and divisions.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of supervisory or administrative experience.
  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
  • Valid Texas Crime Information Center and National Crime Information Center (TCIC/NCIC) Certification within one (1) year of employment and re-certified yearly.
  • Must maintain Texas Law Enforcement Telecommunications System Access (TLETS) eligibility for continued employment in position (TLETS provides access to TCIC and NCIC).

Preferred Qualifications

  • Master's Degree from an accredited college or university in Public Policy or Administration, Criminal Justice, or Business Administration.
  • Certified Court Clerk Level II or Certified Municipal Court Clerk (Level III) in Texas.
  • Five (5) years’ experience overseeing large volume operations or support services, and high-level administrative functions.
  • Knowledge of court performance standards to evaluate and improve court services.
  • Skilled in overseeing high volume complex caseloads across multiple case types (traffic, non-traffic, civil, and parking).
  • Ability to draft, implement, and interpret court rules, administrative policies, and procedures.
  • Ability to liaise effectively with judges, attorneys, government agencies, elected and appointed officials, and the public.
  • Strong commitment to integrity, confidentiality, impartiality, and the ethical administration of justice.
  • Comfortable presenting information to high level management.

Applicant Information

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
