Watershed Planning Senior Engineer

The City of Raleigh is seeking a Watershed Planning Senior Engineer to join our Planning and Asset Management division. This role is responsible leading watershed plan development and implementation for green stormwater infrastructure, streams, and stormwater conveyance assets to improve water quality, reduce stream erosion, and mitigate flooding. This individual will closely collaborate with staff to align program objectives to City strategic goals; lead cross functional and diverse teams; lead the identification of capital improvements; lead public engagement initiatives; prepare presentations for key stakeholders including the stormwater management advisory commission; and proactively track, evaluate, report, and continuously improve key metrics related to these responsibilities.

This position requires working occasional evening hours and Saturdays to attend public meetings and events, with the ability to offset these hours to maintain a 40-hour work week. 

About Us: 

The City of Raleigh’s Stormwater Management Division (Raleigh Stormwater) - which includes more than 80 full-time staff - implements programs, projects, and services to protect the City’s water resources and aquatic life, maintain stormwater infrastructure, prevent streambank erosion, manage flooding, and mitigate development impacts. The Watershed Planning Senior Engineer will join the Planning and Asset Management division, a highly collaborative team of twenty-two who develop programs and projects that improve flooding, enhance water quality, and address aging infrastructure. This group collaborates across the City and with the public to strategically identify and develop programs and projects that promote stewardship of our watersheds and improve stormwater conditions for our customers.

Duties and Responsibilities

 

  • Collaboratively develop goals, objectives, and methods for the watershed planning program
  • Manage the development of the watershed planning capital improvements plan by collaborating with staff to identify priorities and appropriate funding levels to meet those priorities
  • Provide project management, organization, and logistics coordination for the development of watershed and neighborhood drainage studies, and alternative analysis projects
  • Collaborate with the CIP team to transition the design and construction of projects, including scope development and technical reviews
  • Develop programs and projects to support implementation of priority City initiatives such as the Green Stormwater Infrastructure Policy
  • Develop programs that support equitable community engagement
  • Seek opportunities to expand stormwater’s level of service
  • Research industry trends, solutions and best practices
  • Interpret and apply applicable laws, codes, regulations and standards
  • Facilitate group discussions and building consensus using persuasive reasoning
  • Represent the watershed planning program in meetings with governmental agencies, community groups, professional organizations, and meeting with individuals as a program liaison and subject matter expert
  • Author and prepare or collaborate with staff on original reports, documents, workshops, and presentations
  • Prepare presentations for stakeholders, including the Stormwater Management Advisory Commission, to share program goals and progress
  • Utilize a computer and relevant software applications, including PCSWMM and GIS
  • Will be required to travel to job sites for investigation and inspection purposes using a City-owned vehicle 
     

 

Typical Qualifications

Education and Experience:
Bachelor's degree in engineering or directly related field and five years of professional engineering and/or construction/project management experience in area of assignment

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:
 

  • Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Professional Engineering (PE) Registration

ADA and Other Requirements:
Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.

Medium Work:
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Working Conditions:
