Background:
In response to updated regulations from the U.S. Environmental Protection Agency (EPA) and the Massachusetts Department of Environmental Protection (MassDEP), municipalities across the Commonwealth are required to inventory all water service lines and identify the presence of lead and other materials of concern. This is part of the Lead and Copper Rule Revisions (LCRR), which aim to protect public health by improving the transparency and safety of drinking water systems.
The City of Gloucester is undertaking a proactive effort to inspect and document the materials of both public and private water service lines throughout the community. This information is critical to ensuring regulatory compliance and planning future replacement programs.
Job Summary:
The City of Gloucester’s Engineering Department is seeking motivated and detail-oriented summer interns to assist with a citywide initiative to identify and document the material of residential water service lines. Interns will conduct in-home inspections and collect critical data that supports the City’s water infrastructure inventory and regulatory compliance efforts.
Responsibilities:
- Conduct on-site inspections of residential water service lines to determine pipe materials (e.g., lead, copper, galvanized steel, plastic)
- Interact professionally with residents to explain the purpose and process of inspections
- Record inspection findings using digital data collection tools (tablet or smartphone apps)
- Coordinate inspection scheduling and documentation with Engineering Department staff
- Assist in mapping and updating records using GIS or other internal systems
- Maintain accurate records and follow data quality protocols
- Follow safety procedures and adhere to all city guidelines for entering private residences
- Provide regular updates to supervisors and assist with related tasks as needed
Qualifications:
- Current student or recent graduate in civil/environmental engineering, environmental science, public health, or a related field
- Strong interpersonal and communication skills; comfort interacting with the public
- Ability to work independently, responsibly, and reliably
- Familiarity with basic plumbing systems is a plus (training will be provided)
- Valid driver's license and reliable transportation preferred
- Proficient with mobile devices and Microsoft Office or Google Suite
Work Environment:
- Work will be conducted both in-office and in the field, including entering private residences
- Must be able to walk, bend, crouch, and carry light equipment as part of inspection duties
- Standard safety and health protocols must be followed at all times

Approximately 10–12 weeks (June–August), with potential flexibility based on availability
