Finance Director

Blue Water Community Action has a job opening for a part-time Finance Director.

                       

JOB TITLE:                 Finance Director 

PROGRAM:                 Administration

SUPERVISOR:             Executive Director

STATUS:                       Program Director, Non-Exempt

WAGES:                        $24.88 – $49.36 per hour 

 

The Finance Director is responsible for the development, implementation, monitoring, and assessment of all financial functions within the agency to include the day-to-day management of related policies and procedures and coordination and completion of the annual audit.  The Finance Director shall also be responsible for the direct supervision of the Finance Specialist. 

 

DUTIES AND RESPONSIBILITIES – JOB SPECIFIC

  1. Internal Monitoring: Review and analyze financial reports and correct/make adjustments with journal entries as needed.
  2. Reporting: Prepare and submit monthly, quarterly and annual reports to funders, state, federal and local tax agencies. Prepare monthly financial statements for the Board of Directors.  Prepare other reports as needed.
  3. Budgets: Work with executive and program directors to prepare program budgets.  Prepare annual budget for the Board and update quarterly.
  4. Audit: Coordinate with audit firm to prepare and complete annual financial audit. Complete all annual schedules and preliminary financial statements. 
  5. Monitoring: Collaborate with external monitors to ensure compliance and quality by maintaining accurate documentation, participating in reviews, responding to findings with corrective actions, and using feedback for continuous improvement.
  6. Non-Federal Share: Ensure non-federal share documentation is accurate and allowable. 
  7. Payroll: Ensure bi-weekly payroll is processed accurately, including activities related to benefits, garnishments, taxes, and W2s.
  8. Accounts Payable: Review requisition requests to ensure sufficient funding and allowability.  Prepare purchase orders. Ensure bills are processed in a timely and accurate manner. Ensure 1099s are prepared accurately and timely. 
  9. Cash Receipts: Prepare bank deposits and enter all cash receipts both manual and electronic into the accounting system. 
  10. Banking: Ensure bank statements are reconciled monthly. Take deposits to the bank in a timely manner. Verify the agency has sufficient funds to cover all checks and payroll. Verify that the agency does not have more cash in the bank than is covered by FDIC.
  11. Supervise: Supervise, support, and evaluate assigned staff/contractors to ensure program requirements are followed and met as well as oversee the day-to-day operations.
  12. Board of Directors: Attend board and finance committee meetings. Submit finance committee agenda and minutes to supervisor for review and approval.
  13. Succession: Maintain up-to-date succession plan that includes activities/data necessary for operations and ensure sufficient staff are cross trained to enable regular activities to be conducted in the event of absence.
  14. Marketing: Create materials to reach potential clients for services to ensure funding and service numbers are met.
  15. Other:  Additional duties as assigned.

  11. Compliance to Policy: Understand and comply with current organization, regulatory and funding policies and procedures.

 

QUALIFICATIONS

  1. Bachelor’s degree in accounting, business, fiscal management, or related field. A certified public accountant is preferred.
  2. Minimum 5 years’ experience in fund accounting preferred.
  3. Must be bondable.
  4. Strong written and verbal communication skills.
  5. Experience working with low-income individuals.
