Description:
- Positions open to candidates with experience for a lateral hire, candidates currently Minnesota POST licensed eligible or candidates that will be Minnesota POST licensed eligible at the time of starting the position. Hourly wage and vacation accrual rate will be considered based on candidate’s experience, education, and training levels
BASIC FUNCTIONS:
- Perform general duty law enforcement and engage in the protection of life and property throughout Carlton County. Apprehend criminals, prevent crime, serve civil process, enforce state and local laws, and promote public safety. Duties are generally performed on an assigned shift, but the deputy may be called upon to continue the duties or work assignment on other shifts and/or at other times as directed. Duties are performed under general supervision of Sergeant; however, much of the work is performed independently and deputies are required to draw upon their training, department policies and procedures, laws, and code of conduct when determining appropriate course of action.
ESSENTIAL FUNCTIONS:
Public Safety Duties
- Perform routine patrol throughout Carlton County to preserve law and order and to prevent and discover commission of crime.
- Respond to calls for service as dispatched.
- Apprehend and arrest individuals who commit criminal acts.
- Respond to a wide variety of emergencies and render aid as needed.
- Respond to and investigate motor vehicle, snowmobile, watercraft, and ATV/OHV accidents.
- Conduct criminal investigations including processing, photographing and collecting evidence.
- Conduct follow-up and on-going investigations through interviews with victims, witnesses or suspects, drafting and executing search warrants, administrative subpoenas and the processing of physical evidence.
- Promote public safety through routine patrol, involvement in crime prevention programs, public safety presentations, and interactions with the public.
- Enforce state and local laws and ordinances and traffic codes.
- In the absence of an on-scene supervisor, assume a command and leadership role directing public safety and community resources following National Incident Management System (NIMS) and Incident Command System (ICS) principals.
- Assess emerging threats and make timely decisions based on incomplete information in dynamic environments.
- Utilize combination of diplomatic skills, de-escalation techniques, and observations combined with knowledge of statutory elements, case law, and policy to assess dynamic situations involving multiple persons, who may include those suffering from mental health conditions, agitated persons, victims under duress, children, and persons with language barriers along with the potential presence of firearms, dangerous weapons, and/or dangerous substances, to determine proper course of action to ensure the safety of all present and determining if arrest is appropriate.
- Respond to incidents where firearms and/or dangerous weapons are being used or have been used to kill and/or injure person(s), to locate and respond to active threats, locate and evacuate injured person(s), and ensure public safety.
Administrative Responsibilities
- Prepare written reports and required documentation utilizing prescribed processes and technology.
- Present evidence and truthful testimony in court.
- Transport prisoners to and from jails, prisons, hospitals, and other institutions.
- Serve civil papers.
- Assist other law enforcement and public safety agencies as needed or requested by mutual aid.
- Respond, investigate and complete all assigned calls for service using Computer Aided Dispatch (CAD) through a Mobile Data Computer (MDC).
- Sign criminal complaints.
- Access and use confidential, personal information through the use of local, state and federal criminal justice databases, following all data practice laws and guidelines for legitimate work purposes.
- Maintain Sheriff’s Office evidence and evidence storage through the use of best practices and standards.
- Maintain and purchase supplies and equipment as assigned.
- Maintain, process and dispose of forfeited property and currency.
- Represent the Sheriff’s Office at a variety of local, regional and statewide committees and meetings as assigned.
- Create and store digital evidence such as photographs, video recordings and voice recordings.
Qualifications
MINIMUM QUALIFICATIONS:
Education and Experience:
- High school diploma or equivalent
- Four (4) years of post-secondary formal preparation/training/education in law enforcement, criminal justice, or related field.
- Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.
Note:
- Must successfully pass a comprehensive background investigation; medical, physical, and psychological examination; and drug screening.
Training Required:
- Must maintain MN POST Board license and mandatory continuing education related to licensure.
Certificates/Licenses Required:
- Valid driver’s license with no restrictions.
- Must be Minnesota POST Board licensed or immediately eligible.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
Required at Entry:
- Knowledge of laws of arrest, search and seizure, search warrants and the rules for handling evidentiary matters.
- Knowledge of the Minnesota criminal and traffic code with the ability to recognize and apply the appropriate statutes for recognized violations.
- Knowledge of modern law enforcement practices, procedures, and terminology.

- Ability to read, write, and understand written and oral reports, correspondence, and directives.
