Director of Human Resources

Description:
Hunterdon Central Regional High School District is seeking an experienced and collaborative leader to serve as Director of Human Resources. Reporting to the Superintendent, this 12-month position oversees all aspects of Human Resources for certified and non-certified staff, including recruitment, employee relations, evaluations, negotiations, and compliance. The Director plays a key role in supporting the district’s mission by fostering a positive and effective work environment and serving as a principal advisor on personnel matters.

The ideal candidate will hold a valid New Jersey School Administrator Certificate and have a strong background in education and personnel management. Proven leadership in labor relations, policy development, and staff supervision is essential, along with excellent communication and organizational skills. Essential Job Functions:
 1.   Plan, direct, and manage the human resources function for the District’s certified and non-certified employees.
 2.   Manage and coordinate school and District programs for attracting, selecting, and developing personnel appropriate to specific programs, roles and job needs.
 3.   Administer all procedures and policies relative to both the classified and certificated personnel programs of the District in conformity with the requirements of appropriate Federal and State laws including the New Jersey Education Code, and local Board Policy.
 4.   Manage all personnel actions, assignment, transfer, reassignment, promotion, demotion, and dismissal of personnel.
 5.   Manage and maintain a district-wide staffing profile.
 6.   Manage and maintain the record-keeping for a system of performance evaluation for employees.
 7.   Manage the District’s recruitment and selection efforts.
 8.   Provide specialized assistance in the handling of employee problems of keeping abreast of new theories, trends, and practice pertaining to grievance, legal matters, conflict resolution, suspension and termination.
 9.   Interpret Board Policies and Administrative Regulations relating to Employer/Employee Relations and advise, direct, and assist, as necessary, in their implementation.
10.  Establish and maintain cooperative relations with others.
11.  Provide leadership for the Human Resources staff.
12.  Responsibility for representing the District in the investigation and resolution of compliance issues and contractual disputes.
13.  Responsibility for employer/employee relations, labor negotiations, contract management, grievance processing.
14.  Manage human resources functions related to certificated and classified personnel.
15.  Direct and evaluate the work of the operational and support staff of human resources.
16.  Interpret district policies, practices, and procedures to administrators, teachers, support staff, and applicants.
17.  Serve as a resource person for information relative to the Education Code and legal regulations pertinent to personnel practices.
18.  Assist with the development of the annual budgets for human resources and Employee-Employer Relations
19.  Develop personnel policy proposals and recommendations.
20.  Serve as Human Resources link to Business Office (data processing, payroll, worker's compensation).
21.  Coordinate with the Director of Curriculum and Instruction on classified and certificated personnel evaluation systems.
22.  Assist with collective bargaining for all bargaining units.
23.  Coordinate retirement incentive/option program; consults with employees on retirement related issues.
24.  Conduct analyses for district and state reports. Files reports in a timely manner, seeking Board approval when appropriate.
25.  Represent or, as appropriate, assist in representing the District at compliance agency hearings including but not limited to judicial proceedings and PERC, EEOC, and Workers’ Compensation Appeals Board.
26.  Monitor District human resource related litigation.
27.  Maintain employment records, seniority lists and all human resource records needed by the District and/or required by the State.
28.  Maintain a process for recording of the 100-hour professional development requirement
29.  Oversee professional staff evaluations as directed by the Superintendent and the district Administrative Team.
30.  Hire and train substitute teachers and assign them as needed.
31.  Confer with the Superintendent, Principal and Supervisors to determine instructional staffing needs.
32.  Assist the Superintendent in the recommendation of teacher attendance at conferences and other professional activities.
33.  Oversee the approval and distribution of graduate credit, continuing education units (CEU’s) and salary guide advancement for the instructional staff.
34.  If necessary, assist the Superintendent with Reduction in Force (RIF) programs that adhere with seniority rights of staff members.
35.  Serve as a resource to the Principal and Supervisors in dealing with disciplinary and/or non-renewal issues.
36.  Administer under the direction of the Superintendent appropriate orientation, in-service, and training programs for all staff members.
37.  Contribute to the positive environment of Hunterdon Central Regional High School.
38.  Interpret and commence Board Policy and Administrative Regulations and assist with their development.
39.  Support Superintendent in monitoring/evaluating district major goals and objectives; attend board meetings and prepare such reports for the board as the superintendent may request.

Qualifications:
 1.  Valid New Jersey School Administrator Certificate.
 2.  Master's degree (M. A.) or equivalent; or a minimum of five years related experience and/or training; or equivalent combination of education and experience. Progressively responsible experience with administration and/or supervision in a school district setting; education and/or training in personnel-related functions.
 3.  Knowledge of: Principles, practices, and trends of public personnel administration, in such areas as evaluation of certificated and classified employees, recruitment, examination, classification, and wage and salary administration; related provisions of laws including the New Jersey Education Code; concepts of occupations found in school districts; effective counseling techniques and human relations. Operations of school district educational and administrative functions; principles, practices, and trends of public personnel administration; federal, state, local statutes and education code provisions; all policies and laws which impact employer/employee relations; familiarity with numerous regulatory agency guidelines, content of collective bargaining agreements and approaches to collaboration; contract law; risk management principles; and organizational psychology. 
 4.  Demonstrated ability to work effectively in the areas of personnel management, school administration and supervision of programs and staff.
 5.  Strong leadership and communication skills and ability to, in conjunction with the superintendent and the business administrator, plan, organize, and direct the classified and certificated personnel program; interpret and apply rules and regulations under laws including the education code and certificated and classified collective bargaining contracts; assemble and analyze data and make appropriate recommendations to school officials, and the board of education. The director will work collaboratively with other departments, agencies, and work sites; train subordinates; relate to and communicate with all members of the workforce. Participate as a representative of the district during employer/employee contract negotiations; interpret and apply rules and regulations under federal, state, and local statutes, education code, board policy, and collective bargaining agreements; improve and implement policies and procedures; work collaboratively with operating units,  site administrators, and public officials, vendors, consultants, and the general public; communicate effectively, orally and in writing; problem solving ability. 
 6.  Required criminal history background check and proof of U.S. citizenship or legal resident alien status.
 7.  Reside in the state of NJ within one year of appointment.
