As an HSE Coordinator - Construction, you will be a vital member of our project execution team, responsible for overseeing and implementing all health, safety, and environmental protocols on our ground-mounted solar construction projects. This critical role ensures compliance, minimizes risks, and fosters a proactive safety culture across all sites. You will work closely with project management, site personnel, and subcontractors to uphold EV Solar’s high standards for safety and environmental responsibility. You will report within the project team structure and potentially to Operations Leadership. This position is primarily site-based and requires extensive travel to and presence at project sites throughout New York and Pennsylvania.

As HSE Coordinator - Construction, you will:

  • Ensure Regulatory Compliance: Guarantee adherence to OSHA, EPA, DEC, and other local, state, and federal regulations on all project sites. Develop and enforce site-specific health, safety, and environmental policies (including the Company HSE Plan and HASP) for contractors and EV Solar personnel.
  • Documentation and Reporting: Prepare, maintain, and update crucial HSE documentation, including permits, inspection reports, training records, incident/accident reports, submittals, and HASPs (ensuring hard copy availability on-site). Prepare analyses and reports for internal stakeholders, third parties, and regulatory agencies.
  • Risk Assessment & Hazard Prevention: Conduct regular site safety audits and inspections to identify potential hazards related to construction activities, equipment, and environmental factors. Implement timely corrective actions to mitigate risks and prevent incidents.
  • Incident Investigation: Lead the investigation of workplace accidents, incidents, and near-misses, providing detailed reports with root cause analysis and actionable recommendations for prevention. Ensure proper internal and external reporting protocols are followed.
  • Training & Culture Development: Develop and deliver comprehensive safety training programs, orientations, daily toolbox talks, and safety meetings for workers and subcontractors. Actively promote a proactive safety-first culture through continuous engagement, communication, and positive reinforcement.
  • Emergency Preparedness: Develop, implement, and drill site-specific emergency response plans (including fire safety, evacuation, environmental spills). Ensure first aid supplies, fire extinguishers, spill kits, and other emergency equipment are readily available, inspected, and fully stocked. Serve as a primary point of contact during emergencies.
  • PPE & Equipment Oversight: Ensure all personnel on site have and correctly utilize appropriate Personal Protective Equipment (PPE). Verify that all machinery, tools, and equipment meet safety standards, have current inspections, and are operated safely. Monitor the safe handling, storage, and disposal of materials, including hazardous substances.
  • Process Improvement: Identify opportunities and provide recommendations for improving the Company HSE Plan, policies, forms, and procedures based on site experiences, regulatory changes, and industry best practices.
  • Stakeholder Liaison: Serve as a primary on-site contact for safety and environmental matters with owner representatives, regulatory authorities, and community stakeholders as needed.

You will make an impact with these qualifications:

Basic Qualifications:

  • Associate's or Bachelor’s degree or recognized Certification in Occupational Health & Safety, Environmental Science, Construction Management, or a closely related field.
  • Minimum of 3 years of dedicated experience in a construction safety role, preferably on large-scale projects.
  • Strong working knowledge of OSHA (Construction standards - 29 CFR 1926), EPA, and typical state/local environmental regulations (e.g., DEC). Understanding of NFPA 70E and relevant electrical safety standards is beneficial.
  • Proven experience developing and implementing HSE plans (including HASPs), conducting audits, delivering training, and investigating incidents.
  • Excellent organizational skills with meticulous attention to detail in documentation and record-keeping.
  • Strong written and verbal communication skills, capable of effectively communicating with all levels of personnel, management, and external parties.
  • Proficiency in Microsoft Office Suite 365 (Word, Excel, PowerPoint, Outlook).
  • Current First Aid and CPR certification.
  • Valid Driver’s License and ability to travel extensively.
  • Ability to work independently, take initiative, and manage priorities effectively in a dynamic site environment.
  • Strong leadership presence and interpersonal skills to enforce standards and influence safety behaviors positively.
  • Ability to handle emergency situations calmly and decisively.
  • Legally authorized to work in the United States on a continual and permanent basis without company sponsorship.
  • Willingness and ability to travel extensively and be present on project sites across New York and Pennsylvania daily/weekly as required (involving potential overnight stays near job sites).

Preferred Qualifications:

  • OSHA 500 (Construction Outreach Trainer) certification.
  • OSHA 30
  • Experience specifically in utility-scale solar construction.
  • Familiarity with safety management software platforms.
  • Knowledge of NEC 2017 and/or 2020 relevant to construction safety.
  • Experience managing safety programs for multiple subcontractors simultaneously.
