Rental Subsidy (HCV) Manager

Job Title: Rental Subsidy (HCV) Manager

Location: Provo, Utah.

Job Type: Full Time, 40 hours per week, Exempt.

Shift and Schedule: Monday through Thursday, 10 hour shifts.

Pay Range: Between $65,000 and $75,000 annually, commensurate with experience.

As a vital part of our mission, we are seeking a skilled and experienced Rental Subsidy (HCV) Manager who is a high performer and demonstrates exceptional leadership. The ideal candidate will have a proven track record of managing Housing Choice Voucher program procedures and developing and implementing effective operational strategies. This role will be instrumental in ensuring the success and sustainability of our Housing Choice Voucher program by fostering a culture of excellence, collaboration, and accountability. 

Job Description: Under the direction of the Executive Director, this position will oversee, plan, organize and supervise the day-to-day operations and activities of the Housing Choice Voucher (HCV) program staff. Ensuring compliance with federal laws and regulations, Notice of Funding Availability (NOFA) commitments, and the HCV Administrative Plan. Assist in developing and updating policies, procedures, processes and forms relating to the administration of the program. Ensuring compliance through quality control functions in all areas. Develop and/or conduct training for employees. Participate in the planning of departmental and agency goals. Strategize, manage projects and implement action plans, performance measures and program enhancements. 

 

Role and Responsibilities:                                                                     

  • Coordinate, supervise and monitor the work of assigned staff. Recommend personnel actions including selection, discipline, termination, reassignment, and promotions. Establish tracking processes to ensure the completion of performance expectations and work plans. Ensure compliance with federal and state employment laws and regulations, and PCHA personnel policies and procedures. Receive and resolve complaints regarding staff. Resolve concerns or grievances for staff as appropriate. 
  • Provide oversight and strategic direction for the admissions process and housing program waitlist, ensuring compliance with regulations and agency policies. Supervise eligibility determinations and oversee the issuance of vouchers to qualified participants.
  • For all assigned areas of responsibility, ensure compliance with local, state and federal laws and regulations, the HCV Administrative Plan, HCV Procedures Manual, and the commitments and requirements of all special purpose vouchers identified in relevant Notices of Funding Availability (NOFAs). 
  • Ensure that all files meet audit standards in external audits. 
  • Research, refer, and resolve program violations, including fraud and noncompliance. Make recommendations about participant terminations consistent with HUD policies and procedures. 
  • Continually evaluate and work to reduce access barriers for individuals with disabilities in all program areas. Coordinate with social service agencies and give directions to staff in providing reasonable accommodation to remove barriers to access for individuals with disabilities. 
  • Continually evaluate and work to reduce access barriers for individuals with Limited English Proficiency in issuance process. 
  • Research, analyze, and problem-solve complex situations with participants, landlords, and staff. 
  • Facilitate the involvement of staff to develop, implement, and continuously improve customer service delivery. 
  • Provide leadership to ensure attainment of the core strategies and mission of the agency. 
  • Attend all required training and safety meetings; use, maintain and replace assigned personal protective equipment; report all injuries and illnesses to supervisor immediately; complete and submit incident/accident reports as required; report hazardous conditions or unsafe work practices to supervisor; and follow all safety and health guidelines, practices, policies and procedures. Monitor and enforce the agency’s Safety and Health Program and actively support and participate in Emergency Preparedness tasks and program. 
  • Perform all other duties as assigned. 

Qualification and Education Requirements: 

  • Education: Bachelor’s degree from an accredited college in community Development, Public Administration, Urban Planning, Social Sciences, or a related field. However, it may substitute an additional four years’ relevant work experience for the required degree. 
  • Experience: 3 years’ experience in affordable housing, or low-income program administration, or social services programs. Previous supervisory experience preferred. Candidates should possess excellent verbal and written communication skills, as well as strong abilities in conflict resolution, negotiation, problem solving, crisis management, and organization. 
  • Licenses and Other Requirements: A valid Utah State Driver’s License with an insurable driving record is required.

Preferred Skills:

 

  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
  • Excellent organizational skills and attention to detail.
  • Proficient with Microsoft Office Suite or related software.
  • Proficient with or the ability to quickly learn EMPHASYS Software or software used by PCHA, and similar computer applications.

 

Working Conditions:

  • Environment: Office (Indoor) and housing site setting (Outdoor). Driving a vehicle to conduct work. 
  • Physical Abilities: Operate a computer keyboard, interpret a variety of materials, make presentations, and exchange information. 
  • Hazards: Contact with frustrated, dissatisfied, or rude individuals.

 

Additional Notes:

  • Prolonged periods sitting at a desk and working on a computer.
  • Prolonged periods of standing and bending, walking during site visits.
  • Must be able to lift up to 15 pounds at times.
  • Typical setting is in an office with moderate office noise level.
