Jail Captain

POSITION SUMMARY:
This position is responsible to assist the Chief Deputy in the overall administrative oversight, visioning, leadership, planning, coordinating and management of the Jail Division within the Sheriff’s Office.   Departmental supervision is exercised over all personnel within the division.  This position provides the Chief Deputy assistance in the leadership, managing and development and administration of department policies, procedures, and programs. 

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
 

  • Directs employee work and assignments, trains, evaluates work, and prepares performance evaluations.
  • Participates in the recruitment/promotional, discipline, internal investigations, and discharge processes as required.
  • Provides direction or consultation regarding collective bargaining agreements and personnel issues in consultation with Human Resources.
  • Plans, directs, and coordinates the operations of the Jail Division.  Responsible for all facility activities and programming, ensuring that inmates receive proper medical attention, ensuring enforcement of all rules and regulations, ensuring proper maintenance of records and files, and adequate equipment and materials necessary for jail operations exists.
  • Monitors effectiveness of operations to provide adequate coverage for division responsibilities.
  • Participates in long- and short-range departmental and division planning, directs and reviews progress, and reports results.
  • Develops and administers division operating budget. Authorizes expenditures for division activities, equipment, staff, or other operational needs in accordance with legal standards.  Evaluates grant or alternative funding opportunities.
  • Evaluates, recommends, and monitors policies and procedures necessary to maintain the safety, security best practices, and ensures continual compliance.
  • Ensures that policies and procedures and employee training is in compliance with established mandates for all personnel within the areas of responsibility.
  • Responsible for the oversight of all inmate accounts, and staff responsible for administering inmate account data.
  • Provides guidance and assistance to subordinate staff in handling high risk inmates or special needs to ensure that all aspects of the situation are handled in a proper and legal manner.
  • Directs the investigation of inmate complaints and/or criminal activity.
  • Addresses inmate grievances.
  • Other duties as assigned.

  • Ability to provide effective and credible testimony in a court of law.
  • Knowledge of Wisconsin Statutes and Administrative Code in regards to jail facilities and jail inmates.
  • Knowledge of the principles, practices and methods of modern penology, criminology, and detention facilities.
  • Knowledge of the criminal justice system operations.
  • Knowledge of individual and group behavior in an institutional setting.
  • Knowledge of the laws applicable to detention facility operations.
  • Ability to ensure inmate discipline and to deal effectively with non-compliance.
  • Ability to develop contingency plans to deal with emergency situations and to act decisively in the event of the same.
  • Knowledge of and ability to effectively utilize the principles of strategic and long and short range planning.
  • Knowledge of management and supervisory practices & principles.
  • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to maintain a professional demeanor when dealing with the public.

  • Ability to analyze and prepare organizational and functional reports from research data.
  • General knowledge of standard office procedures, practices, equipment and office assistance techniques.
  • Knowledge of the County and department programs and policies.
  • Knowledge of the use of a multi-line telephone system.
  • Ability to read and understand basic County and State policies and procedure of limited scope and difficulty.
  • Ability to work the allocated hours of the position.

  • Ability to communicate effectively with other members of the staff, supervisor, and the public.
  • Ability to communicate clearly and concisely in both written and verbal form.
  • Must be proficient in workplace English and spelling.
  • Ability to read County policies and procedures; written instructions, general correspondence; SDS sheets, safety manuals, maps, etc.


MATHEMATICAL SKILLS
 

  • Ability to calculate mathematical calculations.
  • Ability to prepare, recommend and monitor an operating budget, including line-item budgeting.

PHYSICAL REQUIREMENTS
 

  • This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Work requires wearing specialized personal protective equipment.
  • May be subject to exposure to blood/body fluids and infectious and communicable diseases.


WORK ENVIRONMENT
 

  • Work is primarily in an office setting within a secured detention facility.


MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE REQUIREMENTS
 

  • Bachelor's degree in criminal justice, law enforcement, or related field.
  • Six (6) years’ experience in a corrections/detention or criminal justice related position.
  • Must have two (2) years command/supervisory experience.
  • A combination of education, training and experience will be considered.
  • Must possess a Wisconsin Jail Officer Certification or an equivalent out-of-state corrections certification. If hired with an out-of-state certification, the employee must obtain Wisconsin Jail Officer Certification within one (1) year from hire date.
  • No felony or domestic misdemeanor or any offense, which, if committed in Wisconsin, could be punished as felony or domestic misdemeanor unless the applicant has been granted an absolute and unconditional pardon.
  • Must successfully pass pre-employment and Post-Offer Testing, including a background investigation, drug screen and psychological examination. Failure to pass these will result in the employment offer being revoked.
  • Must pass a post offer pre-employment physical and functional ability exam.  Failure to pass these will result in the employment offer being revoked.
  • Field Training Officer Certification or other leadership training, preferred.
  • Crisis Intervention Training, Hostage Negotiator Certification or related de-escalation training, preferred.
  • First Aid, CPR/AED Certification, must be obtained within six (6) months of hire.
     

Full Pay Range:  $89,918 - $125,278/year

Expected Pay Range:  $89,918 - $101,733/year
