This position serves as the Project Manager for the DoIT-CDB team leading multiple project efforts.
In this role, you will be developing IT project schedules, identifying technical requirements, aligning IT projects with Construction schedules, communicating with project stakeholders, and implementing project budgets as well as resources, assessing project risk and threats and preparing related documentation.
In this role, you will work across the entire IT lifecycle for design and construction projects, working in concert with diverse business teams, technical experts, vendors, and agency leadership.
This position drives the successful planning and completion of IT projects for CDB as well as projects for CDB client agencies supported by DoIT.

Essential Functions
- Under general direction, serves as the Project Manager for the Department of Innovation & Technology (DoIT), supporting the Capital Development Board (CDB), in planning, developing, administering, and coordinating highly complex cross-functional IT projects and serving as a primary contact between CDB project managers, CDB-Client Agencies (DoIT), and DoIT project team members for CBD capital construction IT project communications.
- Monitors project compliance with IT governance process and analyzes and identifies project health and performance anomalies and works with agency staff on mitigation efforts.
- Provides state contract and vendor management support on assigned agency projects to enforce adherence to project scope, budget, timeline, quality, and deliverables as required by the Illinois Procurement Code.
- Implements and evaluates standardized project management policies and procedures and assists in the development and implementation of new and revised policies, procedures, and performance standards.
- Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as assigned or required which are reasonably related to the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in management information systems, data processing, telecommunications, or a direct Information Technology related field.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.
Preferred Qualifications
- Three (3) years of professional experience leading and managing complex Information Technology projects with minimal supervision, overseeing successful planning, execution, and completion, while ensuring alignment with organizational objectives and stakeholder expectations.
- Three (3) years of experience analyzing and interpreting design drawings and construction project documents to verify compliance with project specifications industry standards, and IT requirements.
- Three (3) years of professional experience applying project management disciplines, including Communication Management, Resource Management, Information Technology Governance, Quality Management, Procurement Management, and Risk Management, to successfully execute and deliver IT Projects.
- Three (3) years of professional experience evaluating operational performance metrics, identifying areas for improvement, and implementing or recommending strategic solutions to enhance efficiency and resolve project-related issues.
- Three (3) years of professional experience in budgeting and cost estimation for personnel, space, equipment, supplies, and services within IT project environments, including forecasting future needs to ensure resource availability and project sustainability.
- Ability to analyze administrative problems and adopt an effective course of action.
- Ability to develop and maintain cooperative working relationships across multidisciplinary teams.
- Developed verbal and written communication skills to present technical information to others with clarity and precision.
- Project Management Professional (PMP) certification.

- Requires the ability to lift and carry objects or equipment weighing up to 25 pounds. This is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
