Electricity Supply Analyst

The Illinois Power Agency (“Agency”) is seeking an experienced Electricity Supply Analyst to support the Agency’s work managing and analyzing wholesale electricand renewable energymarkets. As a member of the IPA’s Planning and Procurement team, the Electricity Supply Analyst will focus on an array of wholesale electric and clean energy/renewable energy market initiatives.

 

The IPA is responsible for two foundational efforts – the administration of procurements and programs to supportthe advancement of the state’sRenewable Portfolio Standardand the planning and procurement of electric supply for those utility customers who have chosen not to select an alternative electric supplier.

 

The Illinois Power Agency is an independent State Agency created in 2007 to develop annual electricity procurement plans and renewable resources procurement plans and to procure adequate, reliable, affordable, efficient, and environmentally sustainable electric service for the default supply customers of Illinois electric utilities. Duties and Responsibilities: 

 

  • Analysis of wholesale energy/electricity, capacity, and ancillary markets;
  • Tracking and reporting on RTO/ISO and related association committees and subcommittee happenings (especially PJM and MISO), including wholesale market developments, clean energy and renewable energy development activities, and transmission planning activities;
  • Conducting resource adequacy research and analysis throughout the State of Illinois;
  • Support developing battery energy storage system procurements, research, and analysis;
  • Assessing the outcomesof the electricity and utility-scale renewable energy procurement events;
  • Supporting the development of the Agency’selectricity procurement and renewable energy plans;
  • Conduct electricity and renewable energymarket research and draft associated memos and whitepapers communicating the results of the research and potential impacts or opportunities identified;
  • Conduct research and analysis of new and emerging generation technologies, such as geothermal, nuclear, energy storage, and other similar resources.
  • Assessing the qualityof data analysisand information used for procurement planning and renewable energy program implementation; and,
  • Prepare various reports,filings, and notices.

The ideal candidate is comfortable working with internal and external stakeholders to gain an in- depth understanding market processes and activities, stakeholder positions, and of the IPA’s processes and objectives. The candidate will be an active member of a dynamic and highly talented team that is focused on making a significant impacton the effectiveness of the IPA’s operations that lead to the development of new renewable energy resources and the provision of default service rate options.

Skills and Qualifications

  • At least four (4) years working experience with a Bachelor’s degree in finance,economics, mathematics, business management or administration, engineering, environmental science/policy/studies, sustainability, or other relevant degree.
  • At least 2 years of electric power sector experience, with some focused experience in wholesale electricity markets, retail electricity markets, electricity procurement and/or contracting, electricity commodity trading and/or trading controls, or related experience. 
  • Experience collecting, organizing, analyzing, and disseminating information with accuracy
  • Exceptional verbal, written,and visual communication skills

 

Additional PreferredQualifications

  • Work experience in renewable energyresource development and/or procurement, battery energy storage system development and/or procurement, environmental or sustainability, finance , or similar field.
  • Advanced certifications and/orgraduate-level degree including a master’s or doctoral Degree in the aforementioned specialties, or other associated degree or certification.
  • Experience managing projectsand/or program budgets.
  • Strong analytical capabilities, including managing large datasets, completing forecast analysis, and statistics.
  • Experience with statistical analysis and forecasting tools such as Python, R, Anaconda; as well as proficiency using Excel or other data modeling/analysis software applications.
  • Proven experience being able to present researchand analysis findingsto leadership-level and external stakeholders.
  • Ability to work independently and collaboratively in an evolvingprofessional environment.

The Electricity Supply Analyst is prohibited from: (i) owning, directly or indirectly, 5% or more of the voting capital stock of an electric utility, independent power producer, power marketer, or alternative retail electric supplier; (ii) being in any chain of successive ownership of 5% or more of the voting capital stock of any electric utility, independent power producer, power marketer, or alternative retail electric supplier; (iii) receiving any form of compensation, fee, payment, or other consideration from an electric utility, independent power producer, power marketer, or alternative retail electricsupplier, including legal fees, consulting fees, bonuses, or other sums. These limitations do not apply to any compensation received pursuant to a defined benefit plan or other form of deferred compensation, provided that the individual has otherwise severed all ties to the utility, power producer, power marketer, or alternative retail electric supplier.

This is a merit compensation position.Position Salary Range: $90,000-$100,000. Salary is commensurate with qualifications and experience.
