Docket Specialist, Administrative Aide
POSITION DUTIES
This is an advanced level administrative support position performing specialized administrative tasks involving scheduling and docketing the full range of disciplinary appeal hearings for DPSCS before the Correctional Officer Bill of Rights’ (COBR) Hearing Board and Law Enforcement Officers Bill of Rights (LEOBR). This position regularly reviews disciplinary appeals and schedules cases in four (4) Hearing Board locations (Baltimore, Jessup, ECI, Hagerstown) throughout the state of Maryland, routinely verifies the COBR/LEOBR Board eligibility through the random selection and discipline verification process and creates and distributes hearing notices in a timely manner. Receives, reviews and processes all COBR/LEOBR hearing case correspondence and telephonic communications. This position is responsible for the issuance and endorsement of subpoenas upon approval of the COBR/LEOBR Board Chair. This position also serves as the Postponement Clerk and is responsible for fully managing postponement requests and processing them upon approval of the COBR/LEOBR Board Chair or the agreement of the representatives in the case. This position consistently maintains and updates official COBR/LEOBR case file documentation, indexes, and forms; the electronic calendar; the scheduling databases; the board selection database and electronic correspondence for accurate and current case status review. This position closes each official case file in accordance with the guidelines set forth for each disposition. This positions indexes all closed case files in accordance to established organizational practices. This position prepares the Certificate of Record for Circuit Court appeals. This position schedules training classes for COBR hearing board members, supervisory correctional officers within each facility, appointing authorities for each facility as well as IID investigators. This positions prepares monthly reports of current case log to include amount of hearings held, postponements, settlements, administrative closures, continuances, motions, notices distributed, penalty increases, subpoenas distributed, board members vetted, and new cases received. This position requires use of independent judgement and works under general supervision. This position serves as primary contact between representatives for the charged employee, the facilities, the witnesses, the charged employee and the department’s management advocate. Reviews current Maryland law to maintain adherence to COBR/LEOBR practices.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years performing secretarial work or clerical work involving typing duties.
Notes:
1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.
2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1. Experience utilizing a randomizer, performing data entry and sorting data or manipulating spreadsheets or setting up mail-merge or preparing reports or generating correspondence, scheduling and Smartsheets.
2. Experience with professional work in a law enforcement agency.
3. Experience with law clerk duties and responsibilities.
SPECIAL REQUIREMENTS
Demonstrated ability to accurately type on a keyboard on a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
