Business Analyst I

The Fairfax County Health Department is looking for a Business Analyst at the entry to mid-level experience to join its Informatics and IT team. This role involves supporting a variety of program systems, software, and equipment. Key responsibilities include providing technical support and troubleshooting for systems such as electronic health records, disease surveillance, environmental health/inspection applications, laboratory information systems, pharmacy systems, and other administrative or program-related applications. The position also involves managing and assisting with IT hardware within the department, including laptops, computers, tablets, printers, mobile phones, and other devices.

Under the direction of the Health Department Lead Business Analyst, the position will become a subject matter expert for assigned health department systems, offering user solutions, troubleshooting bugs, and recommending system enhancements. The position will provide technical and administrative support in the following areas:

  • Analyze program business needs to identify gaps and areas for improvement.
  • Document business requirements and system workflows to ensure clarity and efficiency.
  • Engage with stakeholders and users through meetings, email communication, and training sessions to gather insights and facilitate smooth operations.
  • Develop system documentation, including user guides, job aids, and other materials to support process and workflow documentation.
  • Review and understand reports, define reporting requirements, and create detailed and accurate reports to meet those criteria (e.g., inventory management).
  • Assist in managing Health Department equipment, encompassing inventory tracking, troubleshooting, and the development of processes and policies.
  • Perform various levels of system administration, ensuring optimal system performance and security.
  • Provide end-user help desk support, manage support tickets, and conduct training to resolve issues and enhance user proficiency.
  • Support the management of software licenses, invoices, purchase orders, and policies, ensuring compliance and efficiency.
     

 

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the information technology services are being used; plus six months of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check to the satisfaction of the employer.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)     


PREFERRED QUALIFICATIONS:

  • Familiarity with IT or technical environments specifically with requirements gathering, design, and implementation of IT systems/equipment within a government entity (specifically within human services systems and/or public health)
  • Experience with health systems software such as electronic health records (EHR) or laboratory information systems (LIS) or other
  • Experience in a help-desk support role identifying and troubleshooting issues with users
  • Experience analyzing business processes, diagramming workflows, or performing business process re-design
  • Experience in the management and support of IT equipment, specifically inventory management
  • Experience creating and maintaining system documentation such as user guides and job aids
  • Knowledge of effective business analysis methods, practices, and techniques
  • Ability to work with all levels of staff in demonstrating and training staff in the use of hardware, software and systems
  • Demonstrated experience in requirements analysis, user training and documentation
  • Experience or familiarity with various technical tools – MS SharePoint environments, O365 applications, SmartSheet, and various reporting solutions (e.g., Power BI, Tableau, etc.)


PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. as required for the position. Uses hands to grasp, handle, or feel. Visual acuity is required to read data from paper and on a computer monitor or other electronic device; ability to operate keyboard driven equipment and computer and use of touchscreen. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment and may occasionally be required to perform job duties outside of the typical office setting. Ability to drive a motor vehicle. All duties performed with or without reasonable accommodations.
