Essential Functions

  • Under administrative direction, serves as a Project Manager for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Corrections (IDOC) leading and managing large complex technical projects.
  • Performs project and program management control functions for assigned state agencies' IT projects.
  • Provides state contract and vendor management support on assigned projects to enforce adherence to project scope, budget, timeline, quality, and deliverables.
  • Implements and evaluates standardized policies and procedures as identified by Department and EPMO management.
  • Serves as the primary business analyst for all requests regarding new systems as well as needed modifications to current systems.
  • Keeps abreast of new developments in the Information Technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • It is a requirement of this position that you possess the knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • It is a requirement of this position that you possess three (3) years of progressively responsible administrative experience in the field of management information systems, data processing, or telecommunications.

 

Preferred Qualifications (in order of significance):

  • Three (3) years of professional experience in a program management office developing, monitoring, and maintaining operational performance metrics.
  • Three (3) years of professional experience utilizing tools such as Azure Devops, Microsoft (MS) Project, MS SharePoint, MS PowerPoint, MS Excel, MS Word, and MS Visio software applications.
  • Three (3) years of professional experience in project management disciplines including  Project/Portfolio Management, Work/Resource Management, Service Management, Software Life Cycles Methodologies, Scope/Constraint Management, Quality Management, Scope Management, Procurement Management, Cost Management, Time Management, Communications Management, Risk Management, Integration Management, and IT Governance.
  • Three (3) years of professional experience managing  or coordinating large complex technical projects and programs utilizing Agile Methodologies.
  • Three (3) years of professional experience supervising and directing a team of IT professionals.
  • Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
  • Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
  • Developed verbal and written communication skills to present technical information to others with clarity and precision.
  • Certification as a Project Management Professional (PMP) or equivalent.

  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of the position held is prohibited.
