Job Description

Provide administrative and program oversight and supervision to the Master Gardener in Santa Clara County. Provide leadership to the community volunteers associated with the program. Identify potential partners and facilitate collaboration within the UC ANR system and between numerous agencies within the county and region. Supervise support staff and manage the budget. Identify and prepare proposals for additional funding opportunities.

This position is a career appointment that is 100% fixed.

Pay Scale: $69,700.00/year to $95,900.00/year

Key Responsibilities:

Program Management and Leadership

• Supervise quality control of program delivery & outreach.
• Meet and work with Master Gardener Advisory Board and committees to supervise and facilitate the management and delivery of county Master Gardener Program efforts, including approval of new projects and partnerships, and closing of projects.
• Attend to any complaints or issues involving clientele pertaining to the volunteer program.
• With the Advisory Board and standing committees, guide strategic planning process including using data to evaluate program impact and volunteer engagement
• Develop an advocacy model to illustrate positive impacts to potential funders or county-based supervisors.
• Set annual goals for program outreach and development appropriate to volunteer membership participation that aligns with the statewide vision and local needs.
• Learn and utilize the language and theories for positive volunteer and leadership development.
• Develop and maintain a communication system with MG volunteers through newsletter, blogs, Facebook, VMS, or emails
• Understand and create strategies to build organizational capacity, resiliency, and leadership development.
• Understand and create strategies to foster respect among volunteers and support an environment of safety, flexibility, and teamwork.
• Ensure UC policy is correctly interpreted and applied in the work of administrative assistants (facility use agreements, DOJ clearance, insurance) and clearly communicated to volunteers.

Volunteer Recruitment, Training and Management

• Supervise the recruitment, training, and certification for Master Gardener Volunteers.
• Develop curriculum for initial volunteer training and ongoing continuing education as part of volunteer development.
• Supervise and/or provide in-service training and annual safety training for Master Gardener Volunteers.
• Develop and implement strategies for engagement and retention of volunteers.
• Attend to any complaints or issues involving Master Gardener volunteers including conflict resolution.

Supervision

• Supervise Administrative Assistant and Community Education Specialist including providing performance evaluation.
• Direct day-to-day workflow of administrative assistant and set short term goals and priorities for unanticipated special projects.
• Monitor implementation and execution of key delegated administrative tasks, such as routine communications with volunteers, budget tracking, financial reimbursements, purchasing and procurement, and VMS maintenance.
• Monitor efficacy of Community Education Specialist outreach efforts.

Outreach, Publicity, Partnerships

• Supervise, foster and promote volunteer efforts in the communities by Master Gardener volunteers
• Engage and develop working relationship with community partners/clientele (be the public face for UCCE)
• Facilitate existing partnerships with local governments and community organizations, as well as explore new partners in line with organizational strategic priorities.
• Develop structured (formalized) relationships within the community that support program goals.
• Monitor and advise Master Gardener Volunteers on developing outreach methods and content appropriate to specific clientele needs.
• Work with the Advisory Board and standing committees to improve recruitment in and extension of horticultural information to diverse local communities.
• With the Communications & Publicity Committee, provide input on promotional material to assist the goals and outreach efforts of the volunteer program.
• Serve on statewide advisory groups (policy, training, volunteer management).
• Work with potential donors to the county-based MG Program and/or the California Master Gardener Endowment to facilitate giving to UC MG Program.
• Expectation on generating programmatic partnerships and external support for the Master Gardener program
• Collaborate and support quarterly meetings to discuss progress in reaching partnership goals.
• Partner and support the statewide office to assist in the delivery of training(s) at the statewide level as needed
• Act as a communication "hub" for the Master Gardener program, outreaching out to the county, statewide and other cities/counties as needed.
• Coordinate support of multiple programs including the Master Gardener and the Composter programs.

Monitor and Evaluate

• Assess the needs of the local community and guide volunteer services to meet these needs.
• Evaluate Master Gardener volunteers on work outputs, quality, and quantity
• Review volunteer program statistics annually and make recommendations for future improvement and set the next benchmark goals.
• Review, edit and approve of all content delivered through the volunteer program to the public or manage the process to ensure the quality of information extended to the public.
• Manage impact assessment of MG projects.
• Maintain records regarding volunteer service, program outreach, and program impacts on all levels.

Budget and Reports

• Monitor and advise volunteer groups on appropriate fundraising/cost recovery practices.
• Develop extramural funding to meet program goals
• Formulate budgets correlated with volunteer groups and funders and supervise management and monitoring of these budgets.

Other Duties and Professional Development

• Work closely with other UCCE programs (Nutrition, 4H, Urban Agriculture, Urban IPM, Urban Forestry, and Small Farms) to identify areas of mutual interest for program development.
• Provide in-service training to other MG Coordinators on regional and state levels, based on individual expertise.
• Manage other related community projects and partnerships (outside of the traditional EMG program)
• Meet regularly with the County Director and MG Advisor to discuss current MG program efforts and the county plan of work.
• Participate in Volunteer Management Training for personal development and improved job performance
• Keep abreast of ongoing research on best practices in the field of home gardening as part of an overall professional development plan.
• Stay updated on changes to University, Statewide, and County Program policies and procedures.
• Interpret and implement both UCANR and MG Statewide Program policies and procedures within volunteer groups.
• Monitor and advise volunteers on affirmative action/non-discrimination policies and engage in active recruitment that reflects the local community.

Requirements:

• Bachelor's degree in related area and / or equivalent experience / training.
• Ability to maintain effective professional relationships with clients and
• instructors.
• Strong knowledge of community education, technical education, and/or training and development programs.
• Experience in developing educational programs in gardening/horticulture and food safety.
• Effective verbal, written, and interpersonal communication skills.
• Effective leadership skills, including directing and developing staff members.
• Excellent supervisory skills to lead a team effectively.
• Effective skills to conduct a needs assessment and program delivery.
• Experience in project management, from development through implementation and evaluation.
• Working knowledge of gardening and food safety practices.
• Experience working with and communicating clearly both verbally and in writing to clientele from diverse backgrounds (e.g. race, ethnicity, culture, socio-economic status, sexual identity, gender, age, etc.)

Preferred Skills:

• Experience in volunteer coordination.
• Experience in facilitating group collaboration and conflict resolution.
• Experience in training adults on effective methods for delivering information and outreach.
• Excellent organizational and coordination skills.

Special Conditions of Employment:

• Must comply with regulatory agency reporting requirements (California's Child Abuse and Neglect Reporting Act).
• Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
