SNAP-Ed Regional Supervisor

Position Summary: 

The SNAP-Ed Regional Supervisor is responsible for providing in-depth leadership for the assessment, development, planning, implementation, management, and evaluation of the Southern Finger Lakes (SFL) Region SNAP-Ed program of Cornell Cooperative Extension of Steuben County. The individual will represent Cornell Cooperative Extension of Steuben County before the public, community leaders, government officials, grant funders and Cornell University in conjunction with program area responsibilities. The Issue Leader is responsible for the effective management of resources available to the program and for assuring accountability and affirmative action requirements are met as part of Association and grant requirements. S/he will connect with other Associations and Cornell faculty/area teams to examine and develop regional efforts in program and research related to Extension mission, priority programs and issues. The Issue Leader will develop and facilitate local community task forces/networks to bring together agencies with the goal of combining resources for local programming, cutting back on duplication of services while increasing services available to the community. S/he will maintain existing community partnerships and collaborations already in place to help bolster the nutrition and health status of the region. The Regional Supervisor supervises CCE Steuben County SFL SNAP-Ed staff and provides programmatic oversight for other regional staff of the SFL SNAP-Ed Program. 

 

 

Required Qualifications: 

  • Master’s Degree with 4 years relevant work experience. A relevant Ph. D. may substitute for 2 years’ experience. 
  • 3 years of experience providing direct employee supervision.
  • Knowledge of the principles, theory, research, and application of subject-matter appropriate to area of nutrition.
  • Demonstrated ability to identify, secure and manage funding that supports programs, including grant writing, developing public and private partnerships. 
  • Ability and willingness to collaborate with diverse audiences and maintain cultural sensitivity.
  • Proficiency with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, and Excel. 
  • Ability to clearly communicate (speak, read, and write proficiently) in English. 
  • Ability to communicate effectively through oral, written, and visual channels using traditional methods as well as electronic technology. 
  • Demonstrated experience in effective supervision and management. 
  • Demonstrated experience and ability to work independently and as part of a team with internal and external partners at multiple levels within organizations and across communities. 
  • Ability to initiate, plan, organize, implement, and evaluate informal education programs for diverse audiences. 
  • Ability to effectively lead, manage, and participate in professional team efforts and highly functioning work teams. 
  • Ability to relate effectively to co-workers, advisors, community, and professional leaders and clientele groups. 
  • Ability to identify and make use of program resources within the community and to establish a leadership role within the community and association. 
  • Ability and willingness to work with a high degree of integrity, accuracy, organization, sound professional judgment, and the ability to handle confidential, sensitive information. 
  • Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work in a timely manner and within established deadlines.
  • Ability to meet travel requirements associated with this position. 
  • Ability to meet acceptable background check standards.

Preferred Qualifications:

  • Relevant Public Health or Nutrition certifications such as ServSafe, Certified Health Education Specialist (CHES/MCHES), or other health and fitness certifications. 
  • Background or course work in leadership, management, education, grant writing/management and non-profits.
  • Familiarity with purchasing and preparing foods, utilizing business expense accounts and pragmatic use of resources. 
  • Familiarity with reviewing and following recipes and assure compliance to federal and state guidelines.

Program Responsibilities:

 

Program Assessment 

             5%

  • Lead the application of nutrition subject matter knowledge to identify gaps and trends in the community.
  • Develop program needs assessment with input from various committees and staff.
  • Analyze program needs based on assessments and input from community groups, staff, and other interested parties. 
  • Make recommendations for programmatic offerings, enhancements, or improvements.
  • Participate in multi-disciplinary, multi-association efforts to assess program. Assist in regional team efforts to assess program.
  • Maintain direct linkage with Cornell University faculty or other Land Grant University faculty and program units for program assessment guidance.
  • Ensure program assessment is within scope of Association and statewide Plans of Work.
  • Lead the application of high level disciplinary subject matter knowledge to develop educational strategies in support of Nutrition programming.
  • Create innovative or alternative (to existing delivery models) educational programs that meet programmatic and community needs and changing regional and statewide issues.
  • Research, identify and select existing resources for Nutrition programming that meet the needs of diverse program participants.
  • Create program materials to address participant needs.

 

Program Development 

15%

  • Provide overall program leadership in the application of subject matter knowledge to develop educational strategies.
  • Interpret Association and University program direction to create educational programs.
  • Ensure program development is within scope of the Association statewide Plans of Work.
  • Ensure program structure meets the need of diverse program participants.
  • Maintain direct linkages with Cornell University faculty and program units for program development guidance.
  • Develop relationships with partner agencies, organizations, industries, and community leaders in order to obtain their assistance in program development.
  • Based on program evaluation data, formulate, and implement specific strategies to improve overall program quality, deliverables, and impact.

 

Program Delivery

5%

  • Participate in delivery of innovative and multi-disciplinary program efforts utilizing a variety of teaching methods, including formal and informal workshops, seminars, and consistent with identified educational needs and requirements of funders.
  • Provide SNAP and Nutrition program education information to bring awareness to the public in the form of workshops, demonstrations, one-time lessons, impact statements, news releases, etc. 
  • Represent CCE before the public, community leaders, government officials, Cornell, and other land grant universities as part of program delivery.
  • Serve as a subject matter expert as it pertains to the health and nutrition department programs. 

 

Program Evaluation

5%

  • Apply subject matter knowledge to evaluate educational program.
  • Design and/or create program evaluation framework.
  • Implement program evaluation, analyze collected data and make recommendations for improvements.
  • May be involved in multi-Association team efforts to design or analyze program evaluation.
  • Maintain direct linkage with Cornell University faculty and program units for program evaluation guidance.
  • Interpret evaluation data to constituencies and communicate evaluation results and findings.
  • Interact with various constituencies to obtain their evaluation of programs.
  • Ensure program evaluation is within scope of the statewide Plan of Work.

 

 

Administrative Responsibilities:

 

Administrative Direction

35%

  • Work alongside the SNAP-Ed Project Director and the Executive Director in a shared leadership role (Management Team) to identify, prioritize and develop organization operational and system needs that improve overall program delivery, operational efficiencies, and organizational culture in line with the organizational strategic plan.
  • Develop educational strategies that use approved educational methodologies and consider the diversity of the community.
  • Provide leadership to support the planning of marketing and communications maintaining effective strategic external and internal program communication/marketing efforts and developing or enhancing relationships with appropriate agencies, organizations, industries, and community leaders.
  • Work closely with the SNAP-Ed Project Director to project and develop expenses based on funding sources, expenditures, guidelines, and procedures and propose a unit budget based on these.
  • Develop staffing plans that manage the complexities of program delivery coupled with fluctuations of staff availability.
  • Provide complex administrative leadership to support the planning of educational programs and activities.
  • Provide leadership into the planning of the delivery and structure of established educational programs and goals via various methods.
  • Design a system of ongoing involvement of citizens which expresses and/or reflects the demographics of the community.
  • Initiate and manage grant-writing and contract development activities in order to secure funding.
  • Provide continuous feedback, coaching, and performance management to staff.
  • Provide direct supervision and support to staff in assigned program area.
  • Provide programmatic oversight and support to staff in assigned program area employed by other CCE counties.
  • Provide leadership to facilitate problem solving and conflict resolution that arise utilizing appropriate policies and procedures.
  • Provide high level leadership to implement a program staffing plan. Perform complex tasks related to supervisory responsibility. 
  • Monitor income/expense to ensure that spending is within budget constraints.
  • Manage allocation of resources according to established financial strategies.
  • Ensure compliance with established financial requirements, including grant and contract provisions.

 

Administrative Management

25%

  • Lead and guide staff, using a high level of administrative and subject matter expertise, in effective program development, delivery, and evaluation methods.
  • Evaluate performance of direct reports and provide input into the review process of other SFL SNAP-Ed program staff.
  • Provide guidance on the evaluation process to subordinates who provide supervision to others. 

 

Administrative Coordination/Operation

5%

  • Develop required written reports on activities and accomplishments and communicate results to appropriate stakeholders.
  • Perform complex tasks related to supervisory responsibility as applicable, providing high level leadership in implementing a program staffing plan.
  • Prepare grant documents and submit for funding to maintain existing programs and/or create new priority programs.
  • Maintain effective working relations with legislators, local government leaders, community leaders, funding agencies, etc. 
  • Actively serve on appropriate regional, state, and national committees and task forces that support overall educational and organizational efforts of the Cornell Cooperative Extension system.
  • Schedule, coordinate, facilitate and/or participate in project-related meetings, trainings and conference calls as required or as needed.
  • Prepare and submit accurate expense reports, mileage reports, receipts/supporting documentation, and/or vouchers in a timely manner per established policy and procedures. 
  • Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board, and others as requested.
  • This position may require the transport of self and/or program materials/resources in performing position responsibilities.
  • Prepare and submit required reports related to SNAP Ed activities and accomplishments to communicate results to appropriate stakeholders.
  • Maintain confidentiality of all information and data collected, accessed and/or maintained.

 

Professional Improvement

5%

  • In cooperation with the Supervisor, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
  • Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required. 
  • Maintain regular and predictable attendance and punctuality.
  • Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.
