As an employee of Sarpy County, you receive regular pay for the services you provide at a rate of $22.66 per hour. In addition to your hourly wage, Sarpy County provides benefits, such as insurance and retirement, which are valued at up to $28,429.48  per year. 

GENERAL PURPOSE   
Under the guidance and general supervision of the County Assessor or designee, perform a variety of entry level technical appraisal tasks.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES
Identify properties through the use of legal descriptions and geographic aerial maps.
Review building permits, construction blueprint and aerial map reading for necessary action; review property records for completeness and accuracy.
Identify, collect, and record real property characteristics necessary for the valuation process, including but not limited to, construction quality, physical condition, floor plan, room count, age of construction, property location, total living area, and other pertinent characteristics.
Interact with property owners, appraisers, agents, property managers, and owner representatives by telephone, e-mail, letter, or personal contact to provide information, answer questions, or perform inspections.
Review the building permits for new construction, remodels, repairs, and new structures.
Perform on-site inspections of building permits, review building plans, gather digital photo collection, produce building sketches, and calculate square footages to determine residential assessed value.
Accurately compile data and information and update the characteristics in the property record file.
Use all forms of assessment data to prepare visual presentations of property locations, standard appraisal procedures, the valuation process, and data analysis of sales and costs.
Review and analyze market sale transaction.
Monitor, update, and maintain property record data.
Effectively communicate findings and records with the public.
Participate and assist in defending valuations before the County Board of Equalization.
Assist senior appraisers in the preparation of documents, on-site inspections, and the analysis of information for appeals to the Nebraska Tax Equalization and Review Commission.
Implement training received in technical, administrative, and legal considerations and processes in the practice of real property mass appraisal.
Ability to establish and maintain effective working relationships with the general public, employees, supervisors, County Departments and Officials, and State Agencies.

 
Remain current on changes in the real estate market, appraisal practice, and state laws and regulations related to property valuation and assessment.
 
PERIPHERAL DUTIES
Operate County vehicle to evaluate and investigate property.
Participate in professional development and education opportunities provided by the Assessor's Office including, but not limited to, International Association of Assessing Officers (I.A.A.O.) classes, state course offerings or workshops, and license or certification attainment and maintenance.
Perform other duties as directed and assigned.  

MINIMUM QUALIFICATIONS

 

 

MINIMUM QUALIFICATIONS
Education and Experience: 
High School Diploma or GED equivalent required; upper-level coursework/training/certification in appraisal and/or assessment techniques preferred
One year demonstrable Real Estate experience preferred; Appraisal experience desirable
 
Necessary Knowledge, Skills and Abilities:
Considerable working knowledge of and ability to use, computers. department-specific software, and Microsoft Office software
Skill in effective organization and processing of detailed information/data
Effective interpersonal communication and customer service skills
Ability to understand and follow instructions
Ability to learn construction techniques, methods, and terminology
Ability to read and understand directions, manuals, and standard operating procedures
Ability to learn real property mass appraisal principles and practices
Ability to participate in classroom instruction with comprehensive final examination
Ability to maintain a professional appearance and demeanor.
Ability to work under pressure and/or frequent interruptions
Ability to handle stressful situations
Ability to prioritize work and carry out assigned projects to completion
Ability to communicate effectively, in English, both verbally and in writing

SPECIAL REQUIREMENTS 
Must have and maintain throughout employment a valid Driver's License, as well as meet eligibility requirements of "acceptable driver standards" as defined by the County.

Work requires some physical activity, including frequent periods of sitting/remaining stationary as well as occasionally walking/moving about, standing/remaining upright, stooping, bending, and reaching.  The incumbent must possess the hand-eye coordination and manual dexterity necessary to operate/manipulate equipment (e.g. use hands to finger, handle, or feel objects, tools, or controls).  The employee must occasionally lift and/or move up to 25 pounds.
Required sensory abilities include vision, hearing and touch.  Visual abilities, correctable to normal ranges, include close and color vision as well as the depth perception and the ability to adjust focus.  Communication abilities include the ability to talk (verbal exchange) and hear within normal ranges.
While performing the duties of this job, the employee frequently works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions and temperature variations.
The noise level in the work environment is usually moderately quiet in the office, and moderate to loud in the field.
