Human Resources Manager

BASIC FUNCTION: Under the direction of the Senior Director-Human Resources, plan, organize, coordinate and implement the day-to-day operations and activities of the Human Resources department; provide consultation and technical expertise to County Office administrators, supervisors and personnel concerning human resources programs, functions, policies and procedures; train and evaluate the performance of assigned personnel. 

REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Plan, organize, coordinate and implement the day-to-day operations and activities of the Human Resources department; assure County Office-wide personnel activities comply with established County Office, federal and State personnel standards, policies and procedures. Provide consultation and technical expertise to County Office administrators, supervisors and personnel concerning Human Resources operations, programs and related functions; respond to inquiries, resolve issues and conflicts and provide detailed and technical information concerning employee discipline, benefits, wages, status, transfers, grievances, appeals and related policies and procedures. Oversee the human resources aspects of the Benefits and Workers’ Compensation programs; coordinate related activities with Internal Business personnel. Train and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; assign employee duties and review work for accuracy, completeness and compliance with established policies and procedures. Monitor and evaluate personnel operations, policies and procedures for effectiveness and operational efficiency; provide recommendations concerning the development and implementation of personnel policies and procedures to enhance effectiveness and operational efficiency of the Department. Administer employee disciplinary policies and procedures; provide assistance to staff related to disciplinary issues and make recommendations regarding appropriate actions. Coordinate Department communications, information and personnel to assure smooth and efficient personnel activities; assure proper and timely resolution of personnel-related issues and concerns with discretion and confidentiality. Oversee the preparation and maintenance of employee handbooks, orientation manuals and other publications related to employee working conditions and benefits.Participate in the development of the annual preliminary Human Resources budget; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations. Direct and participate in the preparation and maintenance of a variety of records, reports and files related to employee information, verification of employees and income, audit reviews, absent/leave reports, benefit records, personnel requisitions, worker’s compensation reports, unemployment/disability claim forms, and other employment records. Provide technical information and assistance to the Senior Director-Human Resources regarding human resources operations and functions; assist in the formulation and development of policies, procedures and programs. Communicate with County Office personnel and outside agencies to exchange information, coordinate activities and programs and resolve issues or concerns. Operate a variety of office equipment including a copier, fax machine, computer and assigned software. Attend and conduct a variety of meetings as assigned; prepare and deliver oral presentations concerning Department programs, activities, goals and objectives as directed; arrange Department training or workshop activities as necessary. Maintain current knowledge of changes and new requirements on uniform guidelines on employee selection, Equal Employment Opportunity (EEO), Education Code and fair labor laws. Consult and monitor information related to unpaid benefit claims or discrepancies of benefit eligibility; consult with insurance company and appropriate administrator regarding related issues. Participate in research activities for State, federal and other County Office surveys.

EDUCATION AND EXPERIENCE: Any combination equivalent to: bachelor’s degree in human resources, business administration or related field and four years increasingly responsible human resources experience.
