The Department of Technology, Management and Budget supports the business operations of the state agencies through a variety of services including Information Technology project delivery, maintenance and support. This position is with the Agency Services area of DTMB. 

 

This highly visible position will serve as the IT Vendor Business Specialist for the Department of Treasury supporting systems that must adhere to IRS regulations, US Department of Education regulations, interface with several state agencies, colleges, universities, and high schools to provide mission critical services to citizens. This position will work closely with Treasury areas that oversee the applications. This specialist position provides critical oversight for vendor supported applications including Firstmark Star, MET Salesforce, Michigan Educational Savings Program (MESP ), Michigan Achieving a Better Life Experience (MiABLE), OneLink, Prepaid Record Information and Management Administration (PRIMA), Loans and Bonds Management System (LBMS), Infrastructure Finance Software (IFS), DBC Debt Manager/DBC Finance, Education Powered by Innovative Concepts (EPIC) and Microsoft Dynamics Great Plains.

 

 This position requires expert understanding of the financial impacts and the data that is being collected and reported on. This position plays a lead technical role in new projects and well as ongoing support functions requiring in depth expertise to manage and troubleshoot escalated issues. This position must be able to create and execute complex project test plans and as well as engage in multi-day project implementation support.

 

 This position requires an extremely high degree of technical skill, initiative, and creativity. The specialist must keep current with new regulations and legislation that impact these systems, IRS and FERPA regulations, SSN Privacy ACT (PA 452 of 2004) and Identity Theft Protection Act (PA 454 of 2004 as amended), standards, technologies, software, networking, operating systems, and hardware to provide for the needs of Treasury. This position will support the Treasury clients to streamline critical business processes, identify customer needs and develop strategies and solutions to align with Treasury’s strategic plan.

 

 This IT Business Specialist will be responsible for the Collections Contact Center NICE CXOne call center telephony technology for client facing support. NICE CXOne platform will have both inbound and outbound call functionality and will support both the internal Collections Customer Information Services Unit (CISU) and CSB vendor partner(s) call centers. They must keep current with new and emerging Contact Center technologies, IRS and NIST regulations, standards, technologies, software, networking, operating systems and hardware to provide for the needs of Treasury.

Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

 

Experience

Information Technology Specialist 15

Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

 

Alternate Education and Experience

An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

 

OR

 

At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
