Essential Job Functions
- Supervises, directs, and monitors performance of assigned personnel and equipment in daily Refuse Disposal Division operations including Bacon Park Transfer Station
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Monitors vehicle repair and maintenance needs and forwards to appropriate personnel.
- Monitors the performance of assigned personnel and landfill/ transfer station equipment.
- Ability to operate landfill/transfer station equipment.
- Ability to operate GPS equipment and maintain accurate data.
- Review and monitors flow meters and lift stations throughout landfill and maintain accurate data.
- Ensures trucks are operating properly, safely, and effectively.
- Reviews and enforces Disposal and Operations Plan and EPD Permits.
- Coordinates and interacts with residents, City Staff and EPD officers; maintains professional customer service skills; answer questions; gives advice and direction as needed.
- Operates and monitors landfill scales; maintains records from day-to-day operation.
- Supervises transfer station roll-off container truck operations and customer support to achieve quality customer service.
- Ensures day-to-day landfill Design and Operations Plan compliance.
- Performs other related duties as assigned.
Minimum Qualifications
Associate Degree; with four (4) years of supervisory experience in solid waste management or public work and heavy equipment experience; or an equivalent combination of education and experience
Must possess and maintain a valid state driver's license with an acceptable driving history.
Additional Requirements
Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.
Additional Information
SUPERVISORY CONTROLS: The Refuse Disposal Director and/or Landfill Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with City ordinances, waste collection and disposal procedures.
GUIDELINES: Guidelines include city ordinances, the employee handbook, and department standard operating procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of varied supervisory duties. Inclement weather conditions contribute to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to supervise the provision of commercial refuse collection services. Success in this position contributes to the provision of efficient and effective services.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, representatives of businesses, contractors, and members of the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, provide services, resolve problems, and motivate personnel.
PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects and climbs ladders.
WORK ENVIRONMENT: The work is typically performed in an office and outdoors. The employee may be exposed to machinery with moving parts and cold or inclement weather conditions.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over assigned staff.
