Hybrid/Telework- While this position offers a hybrid work arrangement, the successful candidate must be available to report to the Olympia, WA headquarters as needed. A portion of the work can be done remotely through telework.
In-Training- We are recruiting to hire at the Budget Analyst 3 (BA3) or Budget Analyst 4 (BA4) level. We will train a new hire at level BA3 up to the BA4 level.
Salary-Depending on which level you are hired at, your salary range will be as follows: Budget Analyst 3 - $4,865.00 - $6,539.00 monthly Budget Analyst 4 - $ 5,783.00 - $7,779.00 monthly

As the senior budget analyst for the Fish Science Division, this role provides expert analysis and strategic recommendations on complex financial matters, ensuring effective management of a ~$32 million operating budget.
This position plays a key role in supporting senior leadership by developing fiscal notes, decision packages, and allotments, while also creating processes and procedures to enhance budget and contract management.
What to Expect-
Among the varied range of responsibilities held within this role, the Senior Budget Analyst will,
Serve as a Division expert to provide technical assistance to internal and external customers regarding highly complex budget, financial, and operational activities that result in improvements within the Fish Science Division:
- Exercise discretion and independent judgment, conduct in depth analyses/evaluation and provide recommended actions to identify and address issues, problems and opportunities related to Fish Science Division budget, financial, and/or business operations to internal and external constituents and manage implementation of changes for program effectiveness.
- Develop and integrate best budget and financial practices and monitoring into existing processes.
- Assist Fish Science Division staff in the design, development, analysis, monitoring and maintenance of complex monitoring tools for budget and financial management.
- Ensure Division budget and financial operations are conducted in a manner that is timely, efficient, effective, and in compliance with agency policies and state and federal laws by implementing work plans to meet requirements of policies and laws.
- Monitor, interpret, prioritize and implement budget and operational policies and procedures for the deployment of Division budget and operational functions.
- Ensure that Fish Program executive management and other internal and external stakeholders are provided with accurate, timely and credible information to assist them in making budget and policy decisions that affect areas of Fish Science Division business operations both internally and externally.
Lead the development and production of budget and financial reports, addressing complex and sometimes unprecedented budget, financial, and operational issues:
- Under the direction of the Fish Program Budget Manager(s), research and analyze expenditure patterns, organizational structure, and applicable state and federal regulations for issues requiring specific fiscal and operational expertise but not always associated with a specific division within the Fish Program.
- Create presentation documents outlining the Division’s operational challenges and proposed solutions.
Biennial and supplemental budget, decision packages, fiscal notes and allotments/spending plans:
- Assist subject matter experts with the development of policy level decision packages.
- Write maintenance level decision packages after analyzing expenditure data.
- Work with subject matter experts to develop accurate and timely allotments, cost estimates, and fiscal notes.
Working Conditions:
Work Setting, including hazards: Work is performed almost exclusively in a fast-paced office environment. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time. A portion of the work can be done remotely through telework.
Schedule: Monday – Friday, 40 hours per week. ?Work may be performed remotely when suitable for business needs. Ability to work a flexible schedule upon supervisor’s approval. Workweek may occasionally be altered by supervisor to accommodate workload periods while maintaining a 40-hour workweek.
Travel Requirements: Limited, but some travel to WDFW Regional offices and locations may be required. Occasional overnight travel may be necessary.
Customer Interactions: Frequent contact with customers, who are primarily internal Program contract and budget managers, via phone, email and/or in person.
Qualifications:
This Budget Analyst 4 (in-training) series provides mentoring and career development opportunities for candidates with limited experience.
Candidates will be hired as a Budget Analyst 3 or 4, dependent on skills and experience.
Upon satisfactory completion in-training plan, the selected candidate will automatically be promoted to a Budget Analyst 4.
Required Qualifications for the Budget Analyst 3:
Option 1: Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field and three (3) years of professional experience in budget, accounting, finance, or public administration.
Option 2: Master’s degree in business, public administration, accounting, economics, statistics, or relevant field and one (1) of professional experience in budget, accounting, finance, or public administration.
Option 3: Current or recent experience as a Budget Analyst 2.
Please Note: Additional qualifying experience in professional accounting, budgeting, finance, or public administration may substitute year for year of education or equivalent education/experience.
Required Qualifications for the Budget Analyst 4 (Goal Class):
Option 1: Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field and four (4) years of budget experience, including one (1) complete biennial cycle, with increasing levels of responsibility.
Option 2: Master’s degree in business, public administration, accounting, economics, statistics, or relevant field and two (2) years of budget experience, including one (1) complete biennial cycle, with increasing levels of responsibility.
Option 3: Current or recent experience as a Budget Analyst 3.

Special Requirements/Conditions of Employment:
Successful completion of agency training is dependent on supervisory direction, position need, and training availability.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:
A master’s degree in business, public administration, accounting, economics, or statistics.
Fiscal Office or Contracts Office experience.
Experience:
- Three (3) years of State budget experience (which includes at least one complete biennial cycle) with increasing levels of responsibility.
- Consistently following applicable budget guidelines, WDFW policies, state and federal regulations, and budget principles and standards.
- Conducting sound and detailed analyses from both a programmatic and fiscal perspective.
- Practicing collaborative problem solving, maintaining open communication among staff, and allowing flexibility for creative and innovative input from others.
- Communicating complex budget issues orally and writing to a variety of audiences and providing training and guidance on these issues.
Competencies:
- Knowledge of Generally Accepted Accounting Principles (GAAP), the Office of Financial Management (OFM) regulations, and relevant federal regulations.
- Skilled in performing complex numerical calculations.
- Knowledge of budget development and legislative processes and practices, including the fiscal note process.
- Excellent working knowledge of Washington State and WDFW financial systems, including AFRS, Enterprise Reporting, Web Intelligence, Novatus, and CAPS Financial.
- Knowledge of Microsoft Excel, with ability to create complex spreadsheets, import data from other sources, and create pivot tables.
