Human Resources Analyst I

The Southern California Association of Governments (SCAG) is looking for a passionate Human Resources Analyst I to join our dynamic and mission-driven Human Resources Division. In this role, you’ll be at the heart of creating a positive employee experience. Under the general supervision of the Benefits Administrator, the Human Resources Analyst I will contribute to critical HR functions, focusing on benefits administration, onboarding, employee leaves, compliance, and engagement. From processing personnel actions and maintaining accurate HR records to preparing for open enrollment and supporting employee communications, your work will directly enhance the service and support our employees receive. This is more than an entry-level HR role, it is a chance to build your HR career within a collaborative, people-first environment where initiative is recognized and professional development is encouraged. You’ll also play a key role in identifying opportunities for improvements across HR processes by auditing workflows, recommending and developing new procedures, and streamlining systems to better serve employees.

As part of our Work@SCAGpolicy, employees are eligible for two work models: in-office and hybrid. Eligibility for these models will depend on the department, position, responsibilities, and duties, as determined by management. All work models require employees to be based within the SCAG region. This position is expected to follow the hybrid model and be in the office 2 days per week.

In this role you can expect to:

-Support the administration of daily HR operations and programs, including staffing and benefits.

-Process personnel actions, such as employee changes, terminations, and benefits enrollment in HR systems.

-Assist with audits, reporting, and compliance with federal, state, and local employment laws.

-Support employee onboarding by coordinating paperwork, conducting orientations, and ensuring a stellar employee experience.

-Provide employee support by serving as a point of contact for HR inquiries, policies, procedures, and benefits, directing employees to relevant resources and subject matter experts.

-Support leave administration by processing and tracking employee leave requests while ensuring compliance with agency policies and federal and state regulations.

-Maintain accurate and confidential HR records, ensuring compliance with legal and organizational requirements.

-Assist with open enrollment by preparing communications, coordinating benefits resources and activities, tracking and intaking forms and completing enrollment changes in respective carrier systems.

-Perform other duties as assigned.

 

What you'll bring to this role:

A typical way to obtain the required qualifications would be with a bachelor’s degree in a relevant field.

Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities may also be considered.

-Excellent interpersonal, verbal, and written communication skills to effectively engage with employees, managers, and external stakeholders.

-A customer-focused approach, responding promptly, professionally, and courteously to employee inquiries while providing clear and helpful guidance.

-Strong organizational and time management skills to prioritize tasks, manage multiple projects, and see them through to successful completion.

-The ability to interpret and communicate HR policies and procedures clearly to employees, ensuring understanding and compliance with organizational guidelines.
