Financial Manager

This position works within the Urban Search and Rescue (USAR) program. It is a civilian position and is scheduled to work 40-hours per week, typically 7:30 am to 4:00 pm. The position requires “on call” availability during evening, weekend, and holiday hours, as well as overtime and after- hours response to support team activations, exercises, and major emergency incidents.

Reports to the Financial Specialist IV (serving as the USAR Financial Manager). Duties and responsibilities include assisting the USAR Financial Manager, under limited guidance with:

  • Manages the administrative and financial components of a highly complex, multi-million-dollar grant fund budget, funded through cooperative agreements with federal partners.
  • Has administrative oversight, and expenditure control, to ensure appropriate and timely use of funds; approval of funding of procurements and determination of allowability and allocability of items to be procured under all funding sources.
  • Provides information for the preparation of the USAR program budget and assists with the monitoring of performance measures for all audit processes.
  • Supervises additional staff when they are brought in to support administrative/financial requirements for team activations or other program activities.
  • Represents the USAR Program to county and federal partners under the direction of the USAR grants manager.

Participates in the formulation and documentation of agency fiscal policies and procedures;
Maintains numerous fund/subfund accounts;
Reviews long range revenue and expenditures estimates to ensure availability of funds;
Prepares and/or oversees the preparation of large agency budget;
Applies budget, procurement, and payment procedures in accordance with established county policies, accounting principles (GAAP and GASB), and local and state policies and procedures;
Researches budget, finance and procurement requirements, analyzes impact on current operations and recommends means of implementation.

Considerable knowledge of the principles, methods, and practices of governmental budgeting and fiscal management and the ability to apply them to complex governmental systems;
Considerable knowledge of federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records;
Ability to effectively supervise and coordinate the activities of staff;
Ability to develop and implement fiscal policies and procedures.

 

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy, or related field; plus, three years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

PREFERRED QUALIFICATIONS:

  • Understanding of general accounting processes and terms.
  • Grant management experience.
  • Payroll management and record keeping experience.
  • Procurement card management and record keeping experience.
  • Travel and training reimbursement experience.
  • Experience with or the ability to perform successful monthly financial reconciliations.
  • Intermediate proficiency with MS Excel, able to produce complex spreadsheets, and work with databases.
  • Advanced proficiency with MS Outlook and MS Word.
  • Familiarity with Fairfax County's finance and purchasing policies and procedures.
  • Excellent verbal and written communication skills.
  • Experienced FOCUS user (particularly with FILO module).
  • Demonstrated ability to work with limited supervision, set priorities, and multi-task.

NECESSARY SPECIAL REQUIREMENTS: 
The appointee to this position will be required to complete a criminal background check, credit check, sanctions screening and driving record check to the satisfaction of the employer.
 
PHYSICAL REQUIREMENTS: 
This position is generally sedentary; however, it may entail reaching or using hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor as is the ability to operate keyboard driven equipment such as computers. Verbal and written communication ability is required as is the ability to lift up to 15 pounds.
