The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, the preservation of wetlands and coastal resources and commits to address Environmental Justice and equity for all people of the Commonwealth.

MassDEP seeks applicants for the position of Environmental Analyst II (EA II). The position is assigned to the Western Regional Office (WERO) Drinking Water Program (DWP), located in Springfield, MA serving 106 communities.

Under the supervision of an employee of higher grade, the EA II assists in the implementation of the MA Drinking Water Regulations and the Safe Drinking Water Act with emphasis in the following areas:

  • Conducting Sanitary Surveys or other inspections of public water systems evaluating the technical, managerial and financial operations of public water supplies and to recommend actions.
  • Writing inspection reports, correspondence, conducting associated data entry and following up on corrective actions.
  • Reviewing and analyzing drinking water chemical addition systems and other treatment systems.
  • Reviewing source development, source protection and water withdrawals.
  • Assisting public water systems with troubleshooting problems as public water systems.
  • Reviewing and evaluating water quality monitoring data reported by public water systems.
  • Assist in gathering information regarding the compliance with regulations to support enforcement cases for public water systems associated with violations discovered during inspections or in review of water quality monitoring data.
  • Providing technical assistance to public water systems, municipal officials and general public.
  • Implementing MassDEP Drinking Water Program, Regional and Federal Initiatives.
  • Analyzing and providing data to maintain MassDEP’s database systems as appropriate.
  • Drinking Water Section record maintenance and tracking of Drinking Water Section accomplishments
  • Tracking and ensuring compliance with requirements of enforcement documents, permit and inspection approvals for public water systems.
  • Application of drinking water requirements to situations at public water systems to determine compliance
  • In addition to the primary focus on water duties this position may, depending upon the skills of the applicant and needs of MassDEP, occasionally be assigned to perform duties related to wastewater or other program functions. 
  • Performance of these duties requires the professional environmental analytical work of substantial difficulty and importance with some latitude for self-directed actions and decision, requiring independent judgment and skill.

 

Preferred Qualifications:

  • Public Water System Operator Licenses or the knowledge to obtain such (treatment and/or distribution).
  • Proficiency in Spanish/bilingual. 
  • Developing, maintaining, and performing quality assurance/quality control for computer databases and spreadsheets, including Microsoft Office platforms such as Access, Excel. And Power BI
  • Familiarity with analytical laboratory processes, including sample preparation and analysis.
  • With Public Water System operations, drinking water system design and drinking water treatment system design and operation.
  • Demonstrated knowledge of the principles and practices of environmental science and public health, including knowledge of the Drinking Water Regulations (MGL c. 111, §5G and §160 and 310 CMR 22.00) and associated guidance and policy documents.
  •  Experience with the operation of Public Water Systems.
  • Experience with the design, permitting or oversight of Public Water Systems.
  • Licenses as a Public Water System Operator – preferably Treatment and Distribution System licenses.
  • Knowledge of applicable laws, regulations, and practices pertaining to the protection of drinking water, the environment, and public health.
  • Knowledge and experience with environmental sciences/engineering as it relates to drinking water.
  • Knowledge or experience with water systems, treatment systems, equipment controls and technologies.
  • Experience conducting scientific studies and preparing reports in such areas as contamination migration, hydrology, hydrogeology.
  • Knowledge of the principles of hydrology including hydrologic cycle, groundwater flow, gradient, contaminant migration, recharge, discharge and hydraulic properties of aquifers such as conductivity and transmissivity.
  • Knowledge and experience in the design or scoping of drinking water facilities.
  • Knowledge and experience with water quality monitoring and water treatment technologies.
  • Experience reviewing and evaluating technical aspects of permit applications.
  • Knowledge and understanding of current water conservation technologies for Public Water Systems and users.
  • Familiarity with water quality sampling and laboratory practices.
  • Experience implementing Massachusetts General Laws and regulations.
  • Experience reviewing and translating technical report results into permit conditions.
  • Knowledge of the methods of general and technical report writing.
  • Ability to express ideas clearly both orally and in writing.
  • Experience in dealing with the public and public officials.
  • Experience with word processing, spreadsheets, and familiarity with ACCESS and EXCEL.
